AT Consulting in 2 months will create the Universiade IT system 2019 worth 224 million rubles

On September 13 summed up of the Ministry of Telecom and Mass Communications the tender results at the choice of the contractor on creation of the unified information system (UIS) for preparation and holding the XXIX World winter Universiade of 2019 in Krasnoyarsk.^[1]. The maximum price of the contract was about 236 million rubles, according to the results of purchase it was reduced more than by 5%.

2 companies - Step Logic and AT Consulting took part in tender. The request of the first with the price of the contract of 233.5 million rubles was estimated on 59 points, the second - worth 224 million rubles - on 100 points. Thus, AT Consulting became the winner, the contract with this company is signed on September 26.

Let's remind that a main objective of the project is automation of the main workflows of organizational management by preparation and holding a Universiade. Among software modules which a system will include, - "Accounting and resource planning of Directorate of the Universiade", Management of accreditation, Management of placement, Catering services, "Armoring and sale of tickets", "Management of the diagram of actions", mobile application "The guide to the Universiade" and some other. In addition to software modules the subsystem of information security will be created.

At the server level the EIS operating system "should be the open source with the zero acquisition value and a possibility of use without purchase of paid licenses", it is specified in technical specifications. It is explained by need of compliance of the concept of import substitution and also reduction of cost of ownership. The similar demand for the same reasons is made also to DBMS which will be used in a system.

When developing software modules EIS should be used as much as possible by software, earlier developed for preparation and holding the XXVII World summer Universiade of 2013 in Kazan. It is about such systems as "Internet portal", "Planning and catering services", Volunteers, Managements of placements, "Management of the diagram of actions", "Accounting and resource planning of Directorate of the Universiade", "An integration bus of electronic interaction of systems", Accreditation, "Armoring and sale of tickets".

Software modules and information security system for the Universiade-2013 of year were bought within separate tenders. For example, supply of equipment, the software and commissioning of the AIS "Armoring and Sale of Tickets" about 30 million rubles managed in the amount. As the customer then SUE Center of Information Technologies of the Republic of Tatarstan acted. To some systems then additional purchases were carried out. So, supply of equipment and creation of the AIS "Management of Accreditation" was in the amount about 31.6 million rubles, and then - development of add-on modules to it for 9 million rubles.

The software components created for the Universiade-2019 and technical solutions should be suitable also for further use at the organization of sporting and other mass events of the all-Russian scale.

In the project documentation it is specified that creation of EIS will be the first stage of works on formation of the uniform ICT infrastructure providing availability and convenience of information and telecommunication services to athletes, services of providing and also guests of the Universiade-2019 as bases of functioning of all systems of providing an action: security, holding games, accounting of results of competitions, information maintenance, etc. All works on creation of a system should be performed till November 24, 2016.
