Minekologiya of Chelyabinsk region continued the project of creation of the warning system of the population

On August 16, 2016 the Rostelecom company announced the beginning of the second stage of construction of the warning system of the population by request of the ministry of ecology of Chelyabinsk region, in the Urals.

Project Tasks

As weather cataclysms in Chelyabinsk region not the rarity, and in the region works a set of industrial enterprises, creation of a system of the emergency notification of the population – need. Modern technologies help to transfer information to the population, as on in advance developed scenarios (depending on possible threats: wildfire, a flood, technogenic catastrophe, etc. in the territory of the locality) and to broadcast the speech of the manager on duty live at non-standard emergencies[1].

According to plans of the parties, until the end of 2016 the company contractor equips uniform on duty dispatcher stations (EDDS) in 13 municipalities of Chelyabinsk region and will set loud-hailers for the emergency notification about threat of emergency in 49 localities. Within only several public contracts during 2015 - 2016 Rostelecom will construct in South Ural 263 points of the notification in 123 localities, will set 454 loud-hailers and 32 sirens and will provide with equipment 29 EDDS.

Construction of an end-to-end system of the notification began in Chelyabinsk region in 2015 when by request of the Ministry of ecology Rostelecom for only several months installed loudspeakers in 73 localities. In Chelyabinsk we equipped an operations control room in uniform dispatching service and upgraded 141 points of the notification: on roofs of apartment houses and the organizations among which there is, for example, an air terminal building, the ice arena Lightning, large shopping and entertainment centers. The signal from sirens and loudspeakers covers the territory from 800 to 1200 meters, i.e. extends to several quarters, and the power of a sound is 450 Watts. The latest warning system considerably simplifies process of informing inhabitants and optimizes work of regional dispatcher stations as points of the notification are controlled remotely. Especially important in the conditions of emergency that information is told via special secure channels of communication that allows is guaranteed to notify the population on the forthcoming threat. Our company has necessary competences and experience for implementation of similar global projects and this year will continue to ensure safety of South Ural residents, having placed loud-hailers in 49 localities of area.

The warning system is created taking into account features of a landscape in each locality to provide a complete sound covering of the area. The equipment of the Russian production expected severe Ural weather conditions is used. Under each point of the notification uninterruptible power supply units are provided. In the Uniform on duty dispatcher station the modern automated workplace of the manager (automated workplace) which occupies less spaces in comparison with the outdated warning system is established and considerably simplifies workflow. As a part of an automated workplace the computer with loudspeakers and the microphone, the switch and uninterruptible power supply unit. The specialized software of the automated workplace allows to make plans of the notification, remotely to start them, tracing the accomplishment course, including sirens and loudspeakers.

The program for creation of the warning system in Chelyabinsk region is calculated till 2018. It covers, first of all, those localities which are most subject to threat of emergency, such as wildfires, floods of the rivers and others. Till 2018 points of the notification should appear in 326 localities. Already today it is possible to tell that this system is the largest in the Urals. From that, a system is how widely implemented, the knowledge level, speed of rapid response, so and safety of inhabitants in emergency cases directly depends on quantity of points of the notification in the region. It is important to create in the region a reliable end-to-end system of the notification that at unusual situations South Ural residents could receive accurate instructions in a few minutes. Therefore it is under construction with a stock of technical capabilities. So, not only the street notification using loud-hailers and sirens, but also SMS notifications, interception TV both an air and a call-back on stationary phones is provided in a system.
