Upravdolg

The NetSystems company developed the Upravdolg program for complex work with debtors for housing and communal services which allows to automate completely all processes connected taking into account and debt collection.

The total debt of citizens of the Russian Federation before municipal services makes 300 billion rubles. The software package "Upravdolg" automates a number of the processes necessary for accounting and control of debtors, their regular notification, registration of repayment of debts and systematization of the entering and outgoing documents. Use of the program significantly increases discipline of users of housing and communal services and does not require considerable investments as it is provided according to the SaaS model (the program as service).

Control and accounting of lists of debtors

The control panel by the lists of debtors provided by the Uniform information calculating center is presented in the interface of the program. Data in the table are distributed on the period and an outstanding amount, the living space sizes, type of property and other important parameters. In the separate column the status of processing of debt is fixed — how many notifications are handed to the debtor and what events are held.

If the debt is repaid or process of its restructuring is started, in the status the text "automatically appears the DEBT is PAID off" or "STOP!". In case of violations from the payer the procedure of notifications can be resumed, and it will also be displayed in the status.

Automatic call-down

The configured panel of call-down controls quantity and quality of the calls notifying the user of housing and communal services on debt. Messages with information on a zadlozhennost and methods of its repayment are written on the answering machine, the panel fixes the number of listenings and their duration. If the debtor listened to the message up to the end, dialing is stopped trying for the specified time.

Distribution of notifications

The module of notifications in the Upravdolg program displays actions of couriers for distribution to debtors of primary and secondary notifications. The courier receives the list of debtors, distributes them notifications and writes in the status how and how many times he notified the debtor. All movements of couriers are monitored using service of geopositioning. If later several notifications the debt is still not repaid, the mechanism of restriction of the user in housing and communal services is started. To the specified addresses the erection team which blocks to debtors access to the water disposal system goes. Developed a special panel of installation works for the organization of work of crew "Upravdolg".

Statistics and reporting

The software package contains the module "Statistics" which displays dynamics of payments of debtors. In this module it is possible to create and print reports on the notifications for the specified period set and to the removed stubs, debts on the house or area and other summary documents.

In upgraded version of "Upravdolga" the lawyer's module designed to automate work of legal department is available. All data which are entered, compared with the list of debtors, thus saving from need to verify data manually.
