The many thousands army of probes will help Sberbank to control telecom operators

Sberbank will unroll a quality control system of the services provided to it by telecom operators on leased circuits of data transmission. Competition at the choice of Sberbank system provider was announced[1] in August, 2016. With the winner the general agreement for a period of three years, including delivery contracts of the equipment, work on a commissioning, setup and expanded maintenance will be signed. The maximum amount of all agreements on the project, without obligation of purchases in full, makes 772.6 million rubles.

A system will allow Sberbank to control compliance of service quality of communication to obligations which are provided by the agreements on the level of service (Service Level Agreement, SLA) signed with operators. It will perform collecting, the analysis and information storage on figures of merit of the provided services, an output of events about violation of SLA and graphical representation of the measured parameters on monitors of services on duty in real time.

A system will also create reports on all measured parameters and a status of bandwidth of data transmission channels. The last, including, can be used for exposure of claims to telecom operators in case of non-compliance with the stipulated levels of service by them, said in technical specifications on tender.

With a new system it will be simpler to Sberbank to monitor observance of SLA by telecom operators and to expose them claims in case of violations

Will measure transmission quality of traffic in an active mode hardware probes of control of SLA. In the first phase of implementation it is going to involve 392 probes, and use more than 24.8 thousand probes is in full supposed. The solution includes also a subsystem of centralized operation, collection of information and reporting with the web interface. The contractor should provide solution integration with the systems of network monitoring of bank.

Sberbank told TAdviser that the planned territorial scope includes all regions of its presence in Russia. Bank representatives noted that Sberbank constantly conducts work on increase in availability and quality of providing the services to the clients, and the carried-out centralization of automated systems considerably raises requirements to network infrastructure in general, including service quality on leased communication channels.

The bank always controlled service quality of communication, provided by operators, however the quality of these means did not allow to keep track of all discrepancies of level of the provided communication services and a message in full claims activities with telecom operators within prisoners of SLA. With respect thereto the decision on creation in bank of a full-scale quality control system of services on leased communication channels was made, - explained TAdviser in Sberbank.

In 2015 the solution of monitoring of client SLA was implemented[2] in "The North Caucasian bank" of Sberbank. As his supplier the regional telecom operator SovTelCom acted. At the time of implementation the solution controlled quality more than 150 alternative channels of communication rented by bank regarding compliance of SLA and provided their operability in case of refusal of the main channel.

Sberbank reported to TAdviser that results of use of a system with such functionality in "The North Caucasian bank" are, in general, positive, however it was the local project connected with use not of own system, and gaining access to the system of the telecom operator. Such approach is possible, only if the number of operators is limited, speak in bank.

Considering that the number of the providers working with bank makes several hundred for today and also interest of bank in providing competitive environment among telecom operators, creation of own single system of quality control of communication services is an optimal solution, - noted in Sberbank.
