Barnaul City Electric Supply Company implemented ERP on the platform of Open Source

On August 10, 2016 it became known of an implementation project of software technological solutions with the open code in Barnaul City Electric Supply Company. Participating integrator in the project Sayberium company.

Project Tasks

By the beginning of the 2015th year at the enterprise there was a need of replacement of a billing system. Barnaul City Electric Supply Company since 2001 used a self-written system on the Oracle DBMS platform. Lately fifteen developers managed to exchange. A system is very badly documented and it is harder and harder to finish it to quickly changing requirements. Both licensing, and support of a product of Oracle cost the companies very much^[1].

In addition to billing came it is time to solve other problems:

• management of relationship with consumers, including using means of self-service via the Internet or mobile applications;
• ensuring control of installations, checkings and maintenance of systems and metering devices;
• management of settlement with consumers and suppliers;
• integration with the system of managerial/financial accounting;
• an analytical system for search of leaks and thefts of the electric power.

Sayberium integrator suggested to create the platform on the basis of Open Source solutions:

• ОС OpenSuse Linux,
• DBMS PostgreSQL,
• Java (J2EE/OSGi),
• Liferay portal
• iDempiere ERP/CRM.

These technologies are characteristic low cost, are capable to adapt flexibly to needs of the customer and are scaled.

Project Progress

Implementation took place not smoothly. The requirement - not to change a client part of a billing system became impracticable. Did not consider also the moments connected with a methodical component of the organization of process.

The main difficulties are connected with unwillingness of personnel to change usual style of work - lag from the planned implementation time made about three months.

Project Results

Billing and control system for installations, checkings and maintenance of systems and metering devices are going to be brought into operation by the end of June, 2016.

At the end of summer it is supposed to unroll an analytical system for identification of leaks and thefts of the electric power. Works on implementation of the economic systems are managements of relationship with consumers, settlement, managerial and financial accounting — as of the beginning of April, 2016 are not complete, and is going to start the corresponding modules by the end of 2016.
