AIS Goszemnadzor

In all territorial authorities of Federal service of state registration and cartography (Rosreestr) with summer of 2016 there began work the information system of the AIS "Goszemnadzor". A system allows to automate the processes connected with planning and conducting checks, administrative inspection using data of remote sensing of Earth more quickly to consider cases of administrative offenses and also to optimize work with statistical data.

The AIS "Goszemnadzor" is developed by request of Rosreestr on the platform of the AIS GKN system. Before input in commercial operation a system was tested in managements of Rosreestr on the Tver, Rostov and Orenburg regions. It is expected that use of a system by territorial authorities of Rosreestr will allow to lower costs and to optimize carrying out the state land supervision.

Rosreestr executes the state land supervision with the purpose to protect legitimate rights and the interests of owners from actions of violators of the land legislation. In reporting period department executed more than 160 thousand checks and inspections. At the same time the number of the eliminated violations, according to Rosreestr, increased by 5.5%. The share of the checks executed by a remote method ("administrative inspection") increased from 18% up to 24% in comparison with the last half-year. Thanks to expansion of practice of administrative inspection Rosreestr optimized the number of staff of the state inspectors with a simultaneous growth of effectiveness of land supervision.
