The Ministry of Housing and Energy of the Sakha Republic started a billing system

On August 29, 2016 the BARS GROUP company announced implementation of a billing system in the Sakha (Yakutia) Republic by request of the Ministry of Housing and Energy of the Sakha (Yakutia) Republic.

Project Progress

The cloud solution integrates management companies, condominium, suppliers and consumers of utilities of the region in a common information space and is aimed at providing transparency and openness of the mechanism of the payment relations between all participants of the industry. In a system information on housing stock of the region, volumes of the rendered utilities, a payment receipt, calculations, debt for services gathers and systematized.

A system was developed by BARS GROUP according to the concept of creation and implementation of the Uniform integrated information and analytical system on charge and collecting of payments of the population for housing and communal services.

The utility companies operating in the republic, UK and condominium had autonomous databases and the software. The separate system of information support complicated the solution of such problems of the industry as increase in level of collecting of payments of citizens, ensuring timely settlement with service providers, formation of a real picture of a situation on all republic. The decision to implement a system " house.online " which would provide complex process automation of charge, collecting and transfer of a payment for housing and communal services taking into account subsidies and favorable conditions for exchange of information and its analysis was made. Project Results

In a system passed about 40% of the housing and public utilities organizations in the republic to work, these are 185 management companies, condominium and the resource supplying enterprises. For August 29, 2016 works on scaling of a system in the territory of the republic are carried out.

The Electronic Housing and Public Utilities of RS (Ya) portal on which information on a status and changes of housing sector, regulatory legal acts, data on activity of UK and condominium, apartment houses, programs of overhaul and so forth is placed is started. In a personal account it is possible to browse charges on a rent, to enter indications of metering devices, to make payment for housing and communal services, to submit the application or the complaint to low-quality provision of services.

Mobile application of the portal is developed, service of payment in it it is going to start in the fall of 2016.
