The state departments spend considerable money for creation of information systems. The start is in the last two years given to development of new large IT solutions for the transport industry, the social and tax sphere, large sporting events. Besides, the industry systems designed to improve life of certain layers of citizens are created.
By estimates of TAdviser in 2015-2016 the state will spend about 3.6 billion rubles for creation of 10 most expensive new IT systems. This amount is about 16 times less than that which the ministries and departments will spend for maintenance and updating of already working 10 largest IT systems for the same period.
Expenses on creation of new state IT solutions of analytics of TAdviser counted on the basis of plans of informatization and purchases. The planned or already spent means of departments, since 2015 which belonged directly to this or that system were summed up.
Among all new state IT systems most of all money in 2015 - 2016 is planned to enclose in creation of the Automated control system for a transport complex (an ACS of shopping mall). In two years the Ministry of Transport is going to spend slightly less than 1.5 billion rubles for a system. At the same time nearly 2/3 these amounts will be spent in 2016.
The concept of an ACS of shopping mall prepared long ago, but was cardinally reviewed in 2014, at the same time creation of a system upon began only in 2015.
The ACS of shopping mall is intended for automation and information and analytical ensuring processes of management of the transport sphere of the country. A system should increase efficiency of transport strategy of the state until 2030.
It is planned that the ACS of shopping mall will provide relevant organs of information management about a status and process of the transport system, its security and stability, a demand forecast on transport services. Using the created solution responsible persons will also be able to estimate efficiency of the actions planned in the industry.
In addition, a system is designed to increase availability and quality of transport services to the population due to application of effective monitoring systems of the market of passenger traffic, the analysis and demand forecasting on them, planning of route networks of public transport and intellectual management.
According to the Minister of Transport of the Russian Federation Maxim Sokolov, the ACS of shopping mall is created for effective condition monitoring of a transport complex of the country. It will be integrated with all major information resources of both the transport industry, and other spheres of economy. Such interoperability layer of governing bodies of traffic, public transport, services of an emergency call and road services allows to increase considerably effective management of all subjects of a transport complex in city conditions, to react to emergencies quicker, to trace the current indicators of work.
"It already not only creation and development of separate services, but technologies which integrate them into a common information space – to the area of the Intelligent Transport Systems (ITS). Its major function is informing on the public transport schedules, a road situation, meteodata and other indicators necessary for passengers and drivers. So, for example, up-to-date information about a roadwork and objects of roadside service will allow to plan more effectively a trip route, to calculate logistics of passenger and freight transportation, to save both financial resources, and time", - the minister says. |
Besides, integration of activity of information services of the airports, automobile, railway and marinas will allow to consider distribution of passenger and cargo flows, to precisely define the locations and characteristics of transport hubs, passenger and cargo terminals.
The second position on a cost amount on creation is taken by an information system of goods marking (AIS "Marking") which operator is FTS. A new system for which creation for 2 years more than 600 million rubles will be spent, is designed to reduce a share of illegally imported or manufactured goods and also to increase receipts in the budget, due to payment of the customs duties and the VAT.
The created solution is based on RFID technology. Data on goods then using "cloud" technologies information is transferred to tax specialists to the Marking system are entered in the brand equipped with a radio-frequency tag.
Each radio-frequency tag has unique number that should exclude a possibility of counterfeit. Besides, business will have no access to the data warehouse therefore to change information it will not be obtained.
In turn, buyers will be able to check legality of goods using the smartphones, using special applications.
If [1] more than 3.5 billion rubles were going to spend infrastructure of the FIFA World Cup of 2018 of the Ministry of Telecom and Mass Communications for all Uniform information and telecommunication in 2015-2016, then as regards software of costs for the same period should make about 520 million rubles.
This amount includes development of the system project of creation and functioning of means of communication and information technologies within the actions for preparation and holding the championship. For these purposes in 2015 the ministry selected nearly 240 million rubles.
About 280 million more (totally for 2015 and 2016) will make costs for creation of the Information system of the FIFA World Cup.
The state will spend much more considerable funds directly for equipment of subjects to holding the championship, in particular, of stadiums.
Costs of the Ministry of Telecom and Mass Communications for creation of the unified information system (UIS) for preparation and holding the XXIX World winter Universiade of 2019 in Krasnoyarsk will make about 250 million rubles totally for 2015 - 2016.
A system will have to automate basic processes of management of preparation and holding a sporting event. In particular, such modules as Management of accreditation, Management of placement, Catering services, "Armoring and sale of tickets", "Management of the diagram of actions", mobile application "The guide to the Universiade" and others should be implemented.
The created system will be the first stage of works on formation of the uniform ICT infrastructure providing availability and convenience of information and telecommunication services to athletes, services of providing and also guests of the Universiade-2019.
Development of the IT system should correspond to the concept of import substitution. So, at the server level the EIS operating system should be the open source with the zero acquisition value and a possibility of use without purchase of paid licenses. The similar demand is made also to DBMS which will be used in a system.
When developing software modules EIS should be used as much as possible by software, earlier developed for preparation and holding the XXVII World summer Universiade of 2013 in Kazan. In turn, the software components created for the Universiade-2019 and technical solutions should be suitable also for further use at the organization of sporting and other mass events of the all-Russian scale.
The Ministry of Agriculture of the Russian Federation in 2016 is going to invest nearly 210 million rubles in creation of an information system of knowledge sharing and technologies in the field of agriculture.
The so-called social network for farmers represents the information resource of a system of agricultural consultation implemented in the form of the Internet portal. As envisioned by officials, a system should create conditions of high-quality rendering information and consulting services to producers of agricultural goods and to country people.
Within the project three main platforms will be created: the information platform with databases and reference books for consultants, a communication framework (social network) for industry community and the consulting platform for rendering a broad spectrum of paid services.
About 209 million rubles in 2016 will be spent for development of the Single State Information System of Social Security (SSISSS). The operator who is responsible for creation, development and operation of a system is the Pension Fund of the Russian Federation.
A system should improve accounting of the rights of citizens to social security, the measures of a social support, a guarantee, payment and compensation set by the legislation and also to supply with the relevant information of citizens and officials.
As expected, EGISSO will allow to have information on all types of state support of all population of the country in one place and by each citizen. Thus a system will allow to analyze and plan expenses with higher quality.
The exception of duplicative measures of a social security when under different names the same types supports are given should become one of the main effects of implementation of EGISSO.
Next years costs for creation of a system will increase. According to plans of the Pension fund, in 2017 in system development it is going to invest 792 million rubles, in 2018 - 530 million rubles.
Thus, without the cost accounting about 1.5 billion rubles will be spent for IT infrastructure within three years on creation of a system.
A little more than 103 million rubles in 2016 will be invested by Rosprirodnadzor in creation of an information system of accounting of waste from use of goods (EGIS UOIT).
In addition to information on waste a federal system will contain data on presence of capacities of the capital technology equipment for ensuring waste recycling. Besides, EGIS UOIT automates processes of collecting, processing, storage and the analysis of such information and will provide to it access for interested persons.
The concept of the Uniform federal interdepartmental system of accounting of the contingent of students (GIS "Contingent") was submitted at the end of 2014. In 2015 about 36 million rubles were selected for creation of a system by the Ministry of Telecom and Mass Communications, nearly 67 million more rubles will be spent in 2016.
In a federal system the different information about children - will be collected from the moment of the birth and registration of the child in bodies of ZAGS, namely: A full name, a floor, information on the place and date of birth, number of the birth statement, a series and the passport number (after its receiving), a registration address, the Insurance Number of Individual Ledger Account, the information about parents, about the place and the period of training, progress and achievements (including information on victories at the Olympic Games and tenders), the mastered educational programs, education documents and data on health.
In the IC "Contingent" account of the children studying in the organizations of the general, professional and preschool education will be kept. For this purpose each child in a system will have to have an account around which its will be created "an electronic portfolio".
Besides, a system will contain information on educational institutions and teachers, statistical and the normative reference information.
As expected, creation of a system will increase efficiency of acceptance of the management decisions connected with development of children's education, health care, social security and also other areas focused on work with children.
For anti-money laundering of the Ministry of Telecom and Mass Communications of the Russian Federation is going to invest nearly 92 million rubles in development of the IT system. The main part of this amount is planned for 2016.
The new solution should integrate information systems of the Ministry of Internal Affairs, the FSO, FTS, Pension fund and Rosfinmonitoring for counteraction to illegal financial transactions. It should play a role of "the uniform manager and the router" of the unified requests of federal executive authorities in interdepartmental interaction for the purpose of ensuring activity law-enforcement, control supervisory authorities of the power and body of financial monitoring. At the same time, a system should be "uniform point of entry" for requests and providing information.
The IT system will be developed using the open source. In particular, as basic operation system it is going to use Linux CentOS 7 x64, as a primary server of applications - Apache Tomcat 8, and as the main DBMS - PostgreSQL 9.4. At the same time, it is planned that the main and reserve database servers will be constructed on Oracle Database 11g.
Using a new automated system of control of use of the cash registers (CR) which FTS creates for 58.5 million rubles the tax administration will be able to approach checks of "problem" taxpayers more thoroughly. The new technology will provide a possibility of data transmission about calculations from the cash register equipment for online channels to tax authorities.
From the point of view of the state it is expected legalizations of retail and the service industry and, respectively, increase in tax revenues and also optimization of labor costs due to transition to electronic registration and focusing of tax authorities on zones risks.
As note in FTS, to fair owners of the cash register equipment a new system will allow to reduce annual costs on the cash registers, to receive the tool for online of control of turnover, to register the cash register equipment without its physical providing in tax authority and also to use mobile phones and tablets as a part of the cash register equipment.
