Russian Telecom Equipment Company will be engaged in creation of a BI system in Rosseti

On October 14, 2016 Rosseti summed up the tender results on creation of the integrated information and analytical system of situation management[1].

On tender with the starting price of 30 million rubles two proposals were submitted. The first - from Management of the Fiber-optic Communication Line — the VL company (the price of the request of 29.690 million rubles), the second – from "Russian Corporation of Means of Communication (RCMC)" (29.480 million rubles).

During a procedure of rebidding of Russian Telecom Equipment Company in addition reduced the cost of the request to 28.595 million rubles. As a result this participant was recognized by the winner.

Let's remind that development of the first stage of a system should be complete within a year from the moment of agreement signature with the contractor. The new solution should automate processes of collection of information and systematize the diverse data obtained by the company from different sources including from structural divisions and subsidiaries.

Besides, problems of a new system include data visualization according to space and time response characteristics, analytical processing and the analysis of the systematized information and also information exchange with other systems.

Thus, the solution is designed to reduce time for gathering of intelligence, its reconciliation and acceptance of the most effective management decisions and also to lower labor costs and production costs.

According to requirements to the developed system, it should provide an opportunity for work not less than 2000 users from whom not less than 500 should have an opportunity to work at the same time.

The possibility of step-by-step building, both performance, and structure of functions of a system, quantity of nodes should be provided. Besides, the solution should have open interfaces for development and integration.

A system should provide working capacity day and night daily within calendar year except for the periods of carrying out planned scheduled works on service and disaster recovery. The minimum life of a system in general – not less than 15 years when carrying out technical support and upgrade.

Software platform on the basis of which subsystems, and DBMS will be created should be selected at design on the basis of assessment of functionality, cost and also the existing requirements for information security and import substitution. At accomplishment of justification it is required to consider not less than three domestic software products surely.

At the same time software tools should not depend on the used computer aids and operating environment. At the same time functioning of components of a system in OS GNU/should be provided Linux and Microsoft Windows, and applied DBMS should support the SQL language.
