2017: Start of regional service of management of flows of patients

On September 27, 2017 the Netrika company announced input in Krasnodar Krai in commercial operation of regional service of the management of flows of patients on the specialized help with the directions created on the basis of the solution "by N3. Management of queues".

For lack of electronic document management management of flows of patients happened by the principle "how many directed, accepted so much". It led to unjustified queues and discontent of patients: it was necessary to organize acceptances of doctors in Saturday days, to expand exit forms of work. To increase resource efficiency and to optimize technology processes, we implemented monitoring of availability of making an appointment and made the decision on creation of a regional recording system on acceptance to oncologists. The main goal — to simplify and accelerate the patient's route to the necessary specialist. With such diagnosis long it is impossible to wait — Irina Rubtsova, the chief of GBUZ MIAC Ministry of Health of Krasnodar Krai told.

Project Results

The service put into operation allows to pass to electronic document management at issue of the direction on consultation of the oncologist. Governing bodies of health care had an opportunity more precisely to estimate the need for medical care and to plan resources, and patients — to register in consultation to the oncologist on acceptance at the attending physician when receiving the direction.

Earlier the patient got a paper referral on acceptance to the oncologist and had to register independently in acceptance, dialing in call center or registry of oncology dispensary. Now the doctor makes out the direction in electronic form in receptive period and can tell the patient date and time of signing up in oncology dispensary at once. If within the terms of free coupons established by the law on consultation it will not appear, will offer the patient telemedicine consultation.

The solution underwent approbation in several oncological clinics of Krasnodar Krai, including Clinical oncological clinic No. 1.

Objectives

Until the end of 2017 to service of management of flows of patients it is going to connect all medical institutions of Krasnodar Krai.

2016: Organization of a regional integration bus

On September 8, 2016 years the Netrika company announced project completion of the organization of a regional integration bus of Krasnodar Krai.

The contact center of uniform "hot line" of the Ministry of Health of Krasnodar Krai executes making an appointment with the doctor and renders consultations on delivery of health care:

  • to quality of rendering and availability of medical services,
  • to preferential provision of medicines,
  • the anesthetizing therapy,
  • to compensation,
  • to anti-corruption
  • another.

We predict the further growth of number of addresses therefore optimization of work of contact center and cost management – a task, priority for us. Within the project on upgrade of the Uniform State Health Information System Krasnodarskogo regsegment of Krai in 2015 the software platform of contact center was updated. In the first months of work of a new system it was succeeded to reduce the average time of waiting of the reply of operator by 2.5 times that allowed to increase at the same costs the number of the addresses accepted by operators practically by 20%.

In the first half of the year 2016 six developer companies of MIS and more than 350 structural divisions of the medical organizations were connected to a regional integration bus, more than 180 thousand making an appointment with the doctor via the Internet are entered.

Service "N3. Making an appointment with the doctor" is the program interface, open and uniform for all MIS developers. To be connected to service, developers need to support once service on the party of medical institution. The problem of data transmission in a federal segment and integration into the portal of state services is solved using a regional integration bus. Such scheme of work minimizes labor costs of MIS developers in case of changes in federal services and allows to focus on development of systems in medical institutions.
