The Ministry of Industry and Trade without explanations buys import software on tens of millions

In September, 2016 Minpromtorg announced two tenders on purchase of the import software. The first purchase[1], for the amount about 66.6 million rubles, includes^[1] 199 licenses CAD of the American company PTC. The Ministry of Industry and Trade buys licenses of different products from lines of Windchill, Creo, Arbortext. "The center of technology of shipbuilding and ship repair" in St. Petersburg and "The Salyut scientific and production enterprise in Moscow will become end users of these products.

The second purchase ^[2], for the amount of 47.6 million rubles, includes 31 licenses for the products Siemens PLM Software for creation of constructions from polymeric materials. They will be transferred "Average Nevsky to Shipbuilding plant" in St. Petersburg, it is specified in the tender documentation.

The software of PTC and Siemens PLM Software is bought within the federal target program "Development of Civil Marine Facilities" for 2009-2016, follows from the description of purchases.

Government decree No. 1236 obliges state agencies to prove impossibility to observe prohibition on the admission of the import software for ensuring the state and municipal needs since January, 2016. Alexander Golikov, the chairman of the board of directors of the Russian CAD developer "Ascon" told TAdviser that his company studies a situation concerning the possible address FULL FACE. If the ministry carries out purchase of the foreign software on 44-FZ without justification - it is direct violation, he says.
