Rosatom creates the protected PostgreSQL

"The Russian federal nuclear center - the All-Russian Research Institute of experimental physics" (is a part of Rosatom state corporation) at the end of September, 2016 announced carrying out open request for proposals on development of DBMS in the protected execution based on the open source software. The relevant information is published on the portal of state procurements^[1].

VNIIEF ordered development of the protected DBMS based on PostgreSQL

According to documentation, the solution is developed for use as the data warehouse for the information systems operated at the enterprises entering a guidance loop of state corporations (first of all a nuclear and weapon complex of ROSATOM State Corporation), defense industry complex and also in federal and regional authorities. The product is a component of the developed import-independent hardware-software technology platform Digital enterprise and is intended for creation and management of relational databases.

PostgreSQL 9.5 DBMS or above should become a basis of development, at the same time the new solution should function in operating systems "Sinergiya-OS of v. 1.0" and Astra Linux Special Edition.

The closest on functionality, taking into account requirements for information security, is DBMS which is a part of the Astra Linux Special Edition operating system. Key differences from this DBMS are presence at the developed solution of discretionary access isolation to information at the level of trains of operands of relational conversions and also implementation of additional requirements on data protection and an opportunity for work in Synergy OS.

Cost efficiency from development of a new solution is not calculated, however, the customer specifies estimated requirement of a product:

• for the benefit of VNIIEF – 18 copies
• for the benefit of ROSATOM State Corporation - 96 copies.
• for the benefit of other enterprises – 150 copies.

As for development terms, they are limited to the period from the moment of agreement signature till November 30, 2016.

Applications for participation in purchase are accepted till October 10, the results should be summed up on October 24, 2016. The initial cost of purchase is 26.7 million rubles.

Let's remind that since September, 2015 VNIIEF started migration of the application software with DBMS Oracle on PostgreSQL.

In particular, migration should affect ERP, management systems for fixed assets, maintenance and repair of the equipment (EAM) and also a production management system [1] (MES).

All of them are a part of the Standard information system of the enterprises of a nuclear weapon complex (TIS NWC) which is created in RFYaTs and is replicated on other weapon enterprises of Rosatom.
