Card of the resident of the Republic of Tatarstan

The card of the resident of the Republic of Tatarstan - the plastic card with the chip and the qualified electronic signature of the owner containing payment, social, transport appendices and the graphic information about the owner: photo, Full Name, number of the transport application and Insurance Number of Individual Ledger Account. The product is prepared for integration at one card of information, payment, other services and planned to delivery to territories of the Republic of Tatarstan.

On October 14, 2016 the BARS GROUP company announced the beginning of the Card of the Inhabitant of RT project in the city of Zelenodolsk. The project is implemented by the Government of Tatarstan, partner banks, operators of the transport application, loyalty program.

The purpose of providing a product – consolidation by means of one card of information, payment and other services to citizens.

The card is the smart plastic card on which payment, social, transport appendices, the qualified electronic signature of the owner and the graphic information about it are contained: photo and Full Name, number of the transport application and Insurance Number of Individual Ledger Account. The first owners of cards 75 thousand residents of Zelenodolsk will become more senior than 18 years.

"Cards of the resident of the Republic of Tatarstan" which issue Sberbank should begin with fall of 2016 as it was supposed, will be tied to the international MasterCard system. There are no plans of transfer of the project for the platform of Mir payment system yet, the Minister of Telecom and Mass Communications of RT Roman Shaykhutdinov noted.

Cards, (2015)

The Card of the Inhabitant project, at least at the initial stage, will be implemented together with MasterCard, this solution will hardly change — "some serious premises" are for this purpose necessary. Actually, what of payment systems will participate, it, in general, variably. But the decision is made and the relevant agreement in 2015 that MasterCard in this project works is signed. Holders of cards will get access to use of medical, social, transport services - electronic record to the doctor, electronic recipes on drugs and free baby food.

Actions of the project, (2016)

By means of the built-in transport application it is possible to pay services of carriers, bank — to be calculated and receive various banking services. All holders of cards will become participants of the loyalty program, it will give the chance to receive discounts in trade service organizations – partners of the project in the territory of Zelenodolsk.

In the field of a social security viewing information on an order of provision of services, filling, sending an electronic form of the statement and check of a current status of the statement through the Personal account is available. This functionality is implemented with participation of BARS GROUP and the implemented "Social Register of the Population of RT" system. The company executed integration of the GIS "CPH PT" with the Electronic Tatarstan system regarding an output completely in electronic form of seven public services:

• monthly money payments on the drive to pensioners;
• monthly allowances on the child;
• compensations (the main and additional) parts of a parent payment for supervision and child care in the educational organizations implementing the educational program of preschool education;
• subsidies for journey of children from the families having three and more children aged up to 18 years including receiving;
• subsidies for acquisition of medicines for the child aged up to 6 years from the families having three and more children aged up to 18 years;
• subsidies privileges for payment of premises and utilities to disabled people;
• subsidies privileges for payment of premises and utilities to the families having three and more children aged up to 18 years including receiving.

A system is complemented with functionality of processing of the applications received by means of the Card of the inhabitant.
