"Clouds" in a public sector: research of TAdviser and New cloud technologies

Level of penetration of clouds grows in the Russian public sector, and state customers aim at creation of own private clouds, – outputs of the research "Cloud Services in Authorities" conducted by New cloud technologies company and analytical center TAdviser are like that.

About 2/3 polled state customers already use, or are going to use cloud software. Respondents refer convenience of using (76%) and cost efficiency (66%) to advantages of SaaS of solutions. More than a third consider cloud services reliable and safe. From more than 40% polled by a federal executive authority confirmed use of cloud software, from ROIV – about 60%.

Within the research the analysis of the tender documentation on the website of state procurements and in other open sources and also telephone survey of the experts representing 100 Russian federal and regional authorities was carried out (59 federal executive authorities and 41 ROIV). Heads of IT departments, their deputies and also heads of profile structures acted as experts.

Penetration of cloud services globally grows: according to forecasts of Market Research Media, by 2020 expenses of the world governments on cloud computing will reach $118 billion (at annual average growth rates of 6.7%). Cloud services become important a part of government development strategies IT. So, in the USA federal agencies spend more than 5% of the total amount of IT budgets for clouds. Over 70% of this amount go on private clouds.

The main barriers on the way of development of cloud computing in Russia respondents of the research "Cloud Services in Authorities" called the risks connected with information security (82% of respondents). Representatives of a public sector note insufficient control of service which is on the party of provider and also technology incompatibility or complexity of integration of legacy IT systems with cloud solutions.

There are also organizational difficulties connected with changes of approaches and processes of implementation and use of IT solutions at migration in a cloud. State structures differ in considerable conservatism and a high inertance.

Regional respondents note the shortage of financing for start of cloud services, restriction of communication channels and mainly – the insufficient level of development of broadband access.

By this moment of 60% of the polled regional structures confirm use of cloud services or plans of migration. The most advanced regions in terms of use of cloud solutions in public sector are: Moscow, St. Petersburg, Tatarstan, KhMAO-Yugra, Tula region.

In issues of integration of cloud computing into a public sector Tatarstan occupies one of the leading positions among regions of the Russian Federation, and the research "Cloud Services in Authorities" testifies to it. Similar qualitative analysis of the market, certainly, can become the catalyst for large-scale and operational transition of the Russian departments to cloud model of the software, including using so-called private clouds. The advantages of use of solutions SaaS specified in the report of a research (cost efficiency, flexibility and scalability, etc.), are confirmed also by experience of the Republic of Tatarstan", - the minister of informatization and communication of the Republic of Tatarstan Roman Shaykhutdinov comments.

During the research the following conclusions were drawn:

  • The most widespread types of cloud software among the polled organizations are electronic document management systems and services of data storage (about 80%). More than a third use also mail, accounting and VKS from a cloud;
  • About a third of respondents announced increase in volume of consumption of cloud services lately. It is expected that penetration of SaaS will grow;
  • The respondents who are going to use cloud software are guided by services of information storage (56%) and also means of joint work and EDMS (38%);
  • More than a third of respondents consider that infrastructure of their organizations for 100% is ready to use of cloud services. More than 50% call the readiness rather high;
  • More than a third of respondents use public cloud services from which Dropbox and "Yandex.Disk" are most often mentioned in the work.

Perspectives of use of cloud services in departments are connected with certification and security of a personal data storage. One more complexity upon transition to cloud model are a formation and justification of the amounts of financing. As in most cases there are no data for contrastive analysis of cost of "ownership" of an information system depending on the selected option, it is difficult to customer to prove fair value of use of cloud services, and it enters a risk zone when passing checks by regulatory authorities. But, despite everything, cloud services are, obviously, the important direction of information technology development, including for public sector. Therefore researches of applicability of clouds in a public sector are also very demanded, - the head of department of IT of Rosimushchestvo Aleksandra Osipova notes.

Implementation of the cloud software by the Russian ministries and departments obsulovleno foreign policy and economic situation in Russia. Against the background of the general trend of development of the electronic government authorities are forced to optimize costs, including for IT services.

The steady prices on cloud services in national currency are one of key factors of growth of the cloud market. Price stability led to increase in a total share of local suppliers in the market.

Within the poll of authorities of analytics created top-5 requirements to the supplier of cloud solutions:

  • Ensuring absolute availability (maximum level of continuousness),
  • Ensuring greatest possible level of information security,
  • Existence of the certificates and licenses confirming compliance to standards and requirements for work with a public sector (including the data center certified by FSTEC)
  • Financial stability,
  • Arrangement of all cloud infrastructure in the territory of Russia.
