Declaration of the tender
In the middle of April, 2016 the Center of the Organization of Traffic (COT) of the Government of Moscow announced the tender for rendering services in service and repair of the equipment of an intelligent transport system of the capital[1]. The initial cost of the contract was more than 4 billion rubles.
Nature of works
The range of services which was provided within the project included ensuring smooth functioning of the equipment, communication lines, software, data transmission systems, systems of information security support, repair of the equipment and also scheduled works and works in the interprocedural period. In addition, from the contractor of the contract services in system testing and consultation on use of a system were required.
All range of services was subdivided into 4 views:
- services in ensuring smooth functioning of the automated system of monitoring of parameters of traffic flows (ASMPTF) regarding transport detectors;
- services in ensuring smooth functioning of the automated control system for technical means of regulation and the organization of traffic (ASUTSRIODD) regarding road controllers;
- services in ensuring smooth functioning of the automated system of informing participants of traffic (ASIPT) regarding an information display board;
- services in ensuring smooth functioning of a system of the teleoverview regarding Television cameras.
Separately made a reservation that services should be rendered round the clock, including days off and holidays, within 730 days from the date of signing of the contract.
Tender results
At the end of May, 2016 TsODD considered proposals of participants of the tender. In total 5 applications from the companies "Intellin", "Rostelecom" MGTS, "Information technologies of the future" and Sveko Federal State Unitary Enterprise of Federal Guard Service of the Russian Federation were submitted.
The greatest number of points was received by structure of the FSO - Sveko, having reduced the starting price of the contract for 3.5% to 3,878 million rubles. This enterprise received the maximum number of points for qualification and study of regulations of execution of works. As for the price, proposals of some other participants were more profitable. So, Rostelecom suggested to perform works for 3,617 million rubles (decrease – 10%), and Intellin tried to achieve the contract for 800 million rubles (-80.1%).
The contract with Sveko was signed on June 20, 2016.
Information on the winner
Is known of the Sveko enterprise entering into structures of FSO of Russia a little. On the website of the organization it is said that the enterprise is a supplier of complete integration solutions in the field of capital construction, automation, communication, info - telecommunication and information technologies and also information security. The enterprise has the current licenses and certificates necessary for carrying out the above-stated works, including the works connected with use of the data which are the state secret.
According to Vedomosti[2], Sveko repeatedly participated in state procurements and won competitions of the state customers, In 2015 Sveko won 15 competitions from 16 in which took part, and concluded 15 government contracts on 1.09 billion rubles, in 2014 it won all 32 tenders on 0.9 billion rubles. Revenue of the enterprise in 2014 made 3.49 billion rubles, net profit – 39.6 million rubles. At the same time in 2013 and 2014 on its accounts lay about 1 billion rubles of money.
Considerable part of the won purchases – needs of the FSO. At the same time the enterprise has an experience and with other state structures. For example, in 2013 it won tender of the Pension Fund of the Russian Federation (PFRF) for providing more than 1700 of its objects with data services and Internet access. The winner of Sveko then became after intervention the Federal Antimonopoly Service (FAS), forced RPF to count points of MegaFon which won first place.
Controversy was caused also by tender of Moscow Metro on system implementation of intellectual video surveillance which at the end of 2015 won against Sveko, having offered a little more than 3.87 billion rubles of Sveko then it was also the only participant of this tender: other applicants for the government contract were debarred – their requests were recognized not conforming to requirements.
According to the CEO of Telecom Daily Denis Kuskov who commented to Vedomosti on a victory of Sveko in the tender of TsODD, the IT systems managing traffic – new subject for this enterprise therefore it, most likely, should involve third-party contractors to performance of the contract.
Third-party contractors
10 days later after the conclusion of the government contract, Federal State Unitary Enterprise Sveko signed the agreement with the Moscow[3]. The subject of the agreement completely matches the name of state procurement which Sveko won, however, its cost nearly 200 million lower.
Spetsdorproyekt is registered in February, 2015. The CEO of the company is Dmitry Saburov, the founder from shares of 99% - Anton Klyachin.
