Pavel Svistunov was born in 1973.

Education

Graduated from the Moscow state academy of instrument making and information science majoring in "economic information science and automated control systems".

Career

From 1996 to 2010 Svistunov worked in different business and scientific structures. Has scientific publications in the leading Russian and foreign magazines.

On public service arrived in 2010. Held positions of the assistant of the Russian Government's Department of Industry and Infrastructure, the director of the department of energy efficiency, upgrade and development of fuel and energy complex of the Ministry of Energy of the Russian Federation, the deputy CEO in state budgetary institution of Moscow "Center of the innovative development".

In 2015-2016 held a post of the associate director of department of social development and innovations of the Ministry of Economic Development of the Russian Federation where supervised issues of development of regional innovation infrastructure, work with programs of the innovative development of the companies with the state participation, the international innovation programs and activity of priority technology platforms.

In September, 2016 passed Whistlers in the Ministry of Telecom and Mass Communications where headed development department of high technologies.

In this position he had to supervise questions of assistance of the innovation and scientific and technical activity, support of development of the IT industry, implementation of policy in the field of import substitution, development of industry education and ensuring functioning of objects of the corresponding infrastructure.

But in December, 2016 Svistunov left the Ministry of Telecom and Mass Communications at own will, his acquaintances reported TAdviser and confirmed a source in the ministry. According to the interlocutor of TAdviser, he did not keep up with the high pace at which it is accepted to work in the Ministry of Telecom and Mass Communications.
