In the Government of the Omsk region the project management system is implemented

On December 9, 2016 Proyektnaya Praktika Group announced plans of installation of the automated control system for projects in the Government of the Omsk region.

Project Tasks

According to terms of reference of tender in which victory was won by Proyektnaya Praktika Group the company contractor will provide to the license for technology PM Foresight for 300 users of a public sector.

The Project Management Information System (PMIS) was designed to provide information and analytical support of achievement of this purpose.

For creation and implementation of ISUP the Center Implementations Ltd company was selected (enters into Project PRAKTIKA group).

About a system

Deployment of the Information system on the basis of a software package PM Foresight which basic functionality was finished taking into account needs of the customer became one of the first steps on implementation of ISUP.

The automated system received as a result included the following main modules (subsystems):

• Module of management of project initiatives
• Module of certification of projects
• Module of management of project portfolios
• Module of development and implementation of state programs
• Module of management of meetings
• Module of management of instructions
• Module of management of terms
• Module of management of activity indicators
• Personnel management module
• Module of management of financial performance of the project
• Risk management module, problems and open questions
• Module of collecting of the reporting under projects
• Module of formation of the analytical reporting under projects and monitoring
• Change management module
• Module of storage of project documents

And the providing modules:

• Administration module
• Module of journalizing of actions
• Notification module
• The integration module with adjacent information systems

Among the main requirements of the Customer to a system were: the import-independent IT platform on management of project activity considering methodology provisions, which is flexibly configured and with good reputation in the Russian market.

Staff of Proyektnaya PRAKTIKA Group proposed industry solution PM Foresight for a public sector which is completely Russian development, corresponds to state standard specifications in the field of project management and also to key provisions of Resolution No. 1050 of 10/15/2016 "About the organization of project activity in the Government of the Russian Federation".

The solution – flexibly configured. In the long term in process of expansion of structure of functional tasks, changes in procedures of project activity of the Omsk region creation of new modules and subsystems, increase in number of users to necessary is possible.

Proyektnaya PRAKTIKA Group provided to the Government of the Omsk region 300 licenses for the domestic solution PM Foresight.

Training

After installation and setup of a system its testing and training of employees of the customer – future administrators and users of a system was provided.

Complex training took place in three stages.

1 stage – the introduction course on bases of project management and the principles of work in ISUP was conducted;

2 stage – key users were trained in work in ISUP;

3 stage – system and functional administrators were trained in work in a new system

Results

The project management information system created by experts of Proyektnaya PRAKTIKA Group allowed the Government of the Omsk region to receive the wide functionality intended for:

• quality standard of results of project activity;
• control of an adherence to deadlines and timely taking measures to their reduction;
• effective use of the temporary, human and financial resources selected for projects;
• effective interaction with authorities at all levels and with the attracted commercial organizations;
• reasonable and timely acceptance of management decisions on priority projects for development of the region.

The project of creation and implementation of ISUP started in October, 2016. In December, 2016 a system was successfully brought into trial operation, is instructed for future users, pilot projects are loaded into a system.
