BR Consult: SOD IPRA a System on data exchange

A system on data exchange of SOD IPRA allows to automate mechanisms of work with the individual program of rehabilitation or an abilitation (YPRES) of the disabled person, the handicapped child on the scale of the region.

SOD of YPRES is intended for the organization of information exchange for the purpose of performance of orders of Ministry of Labor and a social security of the Russian Federation of 7/31/2015 No. 528n "About the statement of an order of development and implementation of the individual program of rehabilitation or an abilitation of the disabled person, the individual program of rehabilitation or an abilitation of the handicapped child issued by federal state institutions of medico-social examination" and of 10/15/2015 No. 723n "About the statement of a form and order of providing territorial subjects of the Russian Federation by executive authorities, local government authorities and organizations irrespective of their forms of business to information on execution by the individual program of rehabilitation or the abilitation of the disabled person and the individual program of rehabilitation or an abilitation of the handicapped child of actions assigned to them in federal state institutions of medico-social examination".

The information system provides information exchange on IPRA of the disabled person (IPRA of the handicapped child):

• the possibility of obtaining the statement of IPRA with executive authority of the Udmurt Republic, defined according to IPRA of the disabled person (IPRA of the handicapped child) the contractor of rehabilitation or abilitatsionny actions, ensuring rehabilitation with technical means and services (further – rehabilitation actions) from FB and GB is provided;
• the possibility of sending data on accomplishment by executive authority of the Udmurt Republic of the rehabilitation actions provided by IPRA of the disabled person (IPRA of the handicapped child) in FB and GB is provided.

Object list of information exchange

The statement from IPRA of the disabled person (IPRA of the handicapped child) (further - the Statement) to the executive authority in the territorial subject of the Russian Federation defined according to IPRA of the disabled person (IPRA of the handicapped child) the contractor of rehabilitation actions.

Data on accomplishment by executive authority in the territorial subject of the Russian Federation of the rehabilitation actions provided by IPRA of the disabled person (IPRA of the handicapped child).

Operating procedure with an information system

• For work with a system the user needs to load into the Internet the browser the page on the respective region to the Internet address, for example, of http://msedemo.ricudm.ru/.
• In the appeared form of the page of authorization to enter the login and a user password.
• At successfully undergone authorization the list form of the statements which are available in the database from IPRA – "show-window" should be displayed.
• This form contains elements of search and filtering for finding of the interesting statement. The obligatory filtered fields are "full name", Area, "Date of the protocol", "Term to IPRA" (it is a deadline a month before which it is necessary to enter data on execution of actions).
• The list of statements in addition to data on IPRA contains a mark about filling of the form card of data on the held events corresponding to it. On this mark users of a system also have an opportunity to make filtering.

History and statistics

In 2016 by BR Consult Company of SOD of YPRES it is successfully implemented in OGV in the territory of the Udmurt Republic, and allows an electronic form to provide quickly to Federal bureau of medico-social examination (The main bureau on medico-social examination of the subject of the Russian Federation) information on the held events within accomplishment of individual programs of rehabilitation or an abilitation of disabled people and the handicapped child.

Based on monitoring of the technology portal of Federal State Budgetary Institution FB ITU Mintruda Rossii as of December 08, 2016 in information system SOD of YPRES on the Udmurt Republics it is processed 60612 YPRES, and the number of actions is equal to 180427.
