2019: Implementation of Dispanserization service

On April 19, 2019 BARS GROUP, subsidiary company of the National Center of Informatization announced implementation of Dispanserization service to the digital platform of health care of the Sakhalin region. It functions for April, 2019 in 24 medical organizations and allows to reduce the general time of passing by the patient of all stages of medical examination.

This component of a medical information system tsifrovizirut passing of a complex of the events held for the purpose of identification and warning of development of diseases in the population. It allows to create lists of the patients who are subject to passing of medical examination in 2019 and necessary medical services. In a system all anthropometrical data and also results of questioning and laboratory researches which there passed a patient are fixed.

Thanks to implementation of service became possible to register in medical examination via the portal of public services. A system designates risk factors of the patient and automatically determines inspections of the first stage of medical examination according to gender and age. At the same time the doctor can edit the risk factors set by a system and send for passing of the next stage if it is required.

Use of functionality of planning of medical examination in a medical information system will help to optimize medical and diagnostic process in the medical organizations of the Sakhalin region and also to monitor execution of plans at the level of the region. In turn, an opportunity to register in medical examination by means of the portal of public services in the long term the next two years will significantly increase the number of the patients undergoing planned medical examination. 2016: Development of a regional fragment of Uniform State Health Information System

On December 12, 2016 the BARS GROUP company announced the project for development of a regional fragment of the Single state information system in the field of health care (Uniform State Health Information System) within which the project with participation of Medical information and analytical center and Agency on information technologies and communication of the Sakhalin region for the benefit of the Ministry of Health of the Sakhalin region is implemented.

Project Tasks

Project objective – quality improvement of medical and diagnostic processes, decrease in load of medical personnel, increase in availability of medical services to inhabitants of the region.

It is expected that unified information environment will integrate medical and diagnostic processes of organizations. The Ministry of Health of the Sakhalin region will have a mechanism of accounting, control and planning of their activity. Application of MIS will help chief physicians to receive quickly data on a status of the clinics entrusted to them, hospitals or departments, it is correct to organize activity of employees and to estimate quality of their work, to manage a flow of patients, to develop prevention of diseases.

Action with participation of the Ministry of Health of the Sakhalin region, (2015)

Possibilities of modern health care will become available to doctors and patients:

• remote making an appointment,
• execution of medical records,
• statement of recipes and sick-lists in electronic form.

Project Progress

First of all the key link of Uniform State Health Information System – the medical information system (MIS) underwent upgrade. The project is executed on the platform "by BARS. Health care – MIS".

As the "pilot" medical organizations for approbation of MIS the consulting and diagnostic center and city clinic No. 7 of Yuzhno-Sakhalinsk, Korsakoff's central district hospital are selected. Modules are implemented into them:

• "Registry",
• Clinic,
• "Accident ward",
• "Day hospital",
• "Diagnostics",
• "Drugstore",
• "Disability leaf".

On the platform of a system the uniform base of patients is created. For December, 2016 work on check and loading of information is conducted.
