2015: Dismissal from the Ministry of Emergency Situations

In February, 2015 Andrey Bessmertny was brought by the order of the Minister of Emergency Situations to disciplinary responsibility. In December of the same year in the building of the Ministry of Emergency Situations in the Vologda region there passed searches, and then the Investigation department of the Investigative Committee of the Russian Federation brings criminal case by Part 2 of Article 160 of the Criminal Code of the Russian Federation ("Assignment or waste"). The speech in criminal case goes about waste of means during creation of an end-to-end system of natural and technogenic health and safety of the population and the territory of the Vologda region (KSBZh) for which since 2011 355 million rubles were spent. It turned out that a system in a due measure does not work^[1].

Right after searches, on December 28, 2015, Andrey Bessmertny was suspended from fulfillment of duties, and its office is sealed. Bessmertny considered that for his dismissal there is no legal basis concerning what took legal action and won it in February, 2016. Later, in August, Andrey Bessmertny himself submitted the official report about resignation, and in October the decree on his resignation was signed by the Russian President.
