The end-to-end system of natural and technogenic health and safety of the population and the territory of the Vologda region (KSBZh) is designed to provide information exchange of governing bodies of all levels, their analytical and management activity at solving of tasks on counteraction to threats of natural, technogenic, criminal, terrorist and other character.
KSBZh represents set of the interconnected subsystems of monitoring and forecasting of emergencies, status monitoring of potentially dangerous and other subjects to protection and also organization structures integrated for the purpose of information support of decision making about holding actions for warning and liquidation of emergency, to the notification and informing the population on actions at threat of emergency and in the conditions of emergency, to management of forces of liquidation of emergency in the territory of the Vologda region.
10 subsystems and 3 systems from which information should come to the Uniform operations control room its structural elements (further – EPU) created based on Command center of crisis situations of General Directorate of Ministry of Emergency Situations of Russia across the Vologda region and in the situational centers of the cities of Vologda and Cherepovets in real time are a part of KSBZh.
Since 2011 based on tender MSTU of Bauman was engaged in creation of a system. From 2011 to 2013 355 million rubles were invested in it[1].
2015: Criminal case about waste of means during creation of a system
In December, 2015 mass media of the Vologda region reported criminal proceedings about waste of the funds allocated for creation of KSBZh. A system had to earn in 2013, however it was not working properly and in 2015. Delivery and acceptance certificates at the same time were signed long ago by General Directorate of Ministry of Emergency Situations of Russia across the Vologda region.
After that Andrey Bessmertny, the chief of General Directorate of Ministry of Emergency Situations of Russia across the Vologda region was suspended from fulfillment of duties. Bessmertny considered that for his dismissal there is no legal basis concerning what took legal action and won it in February, 2016. Later, in August, Andrey Bessmertny himself submitted the official report about resignation, and in October the decree on his resignation was signed by the Russian President.
