On January 24, 2017 the Technoserv company announced project implementation of upgrade of corporate network on the platform of the hardware and software system Avaya Aura and the system of a multipoint video conferencing Avaya Scopia by request of the Federal Migration Service (FMS) of Russia.

Project Tasks

The operating earlier departmental telephony of FMS of Russia was organized on the basis of the diverse equipment and systems. There was no system core, connection of most of users was executed directly to a public telephone network (PSTN) with providing the unique phone number to each subscriber, there was no uniform numbering of phones, the functions and services provided by a separate set of automatic telephone exchange did not meet modern requirements of department. Use of old cable communications led to interruptions in communication, limited movement and connection of subscribers.

Project Progress

Within the project specialists Technoserv executed installation by the distributed automatic telephone exchange of Avaya Aura:

  • creation of central node of switching with implementation of a core of telephony in a segment of the Federal Data Processing Center (FDPC) of FMS in Moscow;
  • creation of the reserve switching center based on FTsOD FMS in the city of Novosibirsk for ensuring work of all network IP-telefonii at failure of the main core;
  • the organization of nodes of telephony – the equipment voice gateways and servers – in the central Regional Governments of FMS of nine Federal Districts (FD) for load distribution and optimization of IP traffic;
  • the equipment of standard communication hubs regional the Office of the Federal Migration Service with installation of voice gateways;
  • connection of the existing and new subscribers of FMS network to the created infrastructure.

In addition, for standardization of rules of set of phone numbers of FMS the single system of numbering of department is implemented. Depending on the territorial subject of the Russian Federation in which the territorial authority of FMS is located codes of zones of numbering are set, internal phone numbers of employees are appointed.

Within the project specialists Technoserv installed the system of the voice Avaya mail which, in addition to function of the answering machine, allows to keep record of own talk, to accept and send faxes without use of fax devices.

Also in a work progress upgrade of the existing system of a video conferencing (VIDEOCONFERENCING) of FMS of Russia in the city of Moscow is carried out. Equipment installation of VKS of Avaya Scopia is executed, integration of a system with the updated IP telephony of department is carried out. The solution gives the chance of participation in a session of a video conferencing of employees with video and stationary phones as full video or the audio-participating.

The project on upgrade of FMS of Russia network became really large-scale. Works were carried out on more than 550 objects 83 the Office of the Federal Migration Service of Russia through the whole country. During the project about 600 voice gateways were installed, about 22 thousand subscribers are transferred to the updated network.

Earlier the FMS through the whole country had a large number of diverse and obsolete telecommunication equipment, and somewhere there was no communication at all that was a big problem for service and required big operating costs and communication. The Technoserv company successfully implemented the most difficult project of creation of a single network of unified communications – providing staff of service based on IP technologies - means of the IP telephony of Avaya Aura and Avaya Scopia that as a result allowed to increase efficiency of service and to lower operating costs and communication. The company applied the examination on our products and showed compliance to qualification requirements. We congratulate the partner on deserved receiving an award and jointly we study new projects.

The implemented solution allowed:

  • provide department with high-quality telephone communication within all Russia with a unified plan of numbering and a set of services;
  • to pass completely to the IP telephony;
  • provide with the proceeding and entering communication the staff of FMS of Russia using the reduced numbering;
  • increase ease of management and scaling of network due to centralized operation;
  • refuse copper cable communications at the expense of what to achieve the maximum flexibility of the solution, provide economy of costs for monthly lease of lines and also at long-distance negotiations;
  • minimize maintenance overheads;
  • increase reliability of communication networks to 99.999%, minimize a downtime of the equipment at the expense of reserve platforms and balancing of loading.
