Rosaviatsiya implemented a management system for subsidizing of air transport

On January 24, 2017 the BARS GROUP company announced system implementation of management of subsidizing of air transport for Rosaviatsiya.

The Federal Air Transport Agency (Rosaviatsiya) acted as the customer of a system. Development is intended for process automation, connected with selection and control of the subsidies provided by the state to airlines. Its implementation will increase efficiency and accuracy of the information, arriving from airlines during filing of applications on receiving subsidies for implementation of air passenger traffic. Besides, a system will simplify execution of the reporting and automates process of formation of the list of the subsidized routes within annually allocated budgetary funds.

A system is created based on an analytical software platform of BARS GROUP of Alpha BI. The software product includes several subsystems. For the staff of airlines the subsystem of providing information is created. With its help applications for receiving subsidies form, data on the signed agreements are fixed, reports on the executed flights and payment of a subsidy form. The subsystem of collection of information and creation of the reporting is developed for accomplishment of distribution functions of subsidies and control of their efficiency from Rosaviatsiya. Its users are a staff of Rosaviatsiya. It allows to receive applications from airlines, to analyze them, to create the list of the subsidized routes, to enter data on the signed agreements and also to create analytical reports for performance monitoring of subsidizing and expenditure of budgetary funds. Besides, subsystems of functional and technical administration are developed for management of the reference information of a system, expansion of structure of reference books and the list of users.

With system implementation in Rosaviatsiya processes which were executed manually earlier are automated: collecting of applications from airlines for granting subsidies, control of correctness of their filling, control of limits of budgetary funds of subsidizing, selection of routes for inclusion in the list subsidized, collecting of the reporting from airlines on actually executed subsidized transportations and formation of the summary reporting of the agency on subsidizing.

Development accelerated for airlines process of an execution of requests and receiving subsidies from the state, simplified execution of the reporting and optimized formation of the list of the subsidized routes.

"Earlier when forming statements from airlines we faced a large number of errors, and processing of statements took a lot of time. Using the implemented system the list of errors is reduced to zero. The list of routes and statements is selected automatically according to Orders of the Government of the Russian Federation now. Process of providing subsidies became more transparent – the airline can keep track online of the status of documents".
