Sagittarius-Monitoring

For January 26, 2017 Sagittarius-Monitoring is a hardware and software system of the notification on the fire.

The HSS is developed by VNIIPO with the assistance of the Russian producers of security systems and No. 743 is accepted on supply with the order of Emercom of Russia of 12/28/2009.

Appointment

• the automated call of the Federal fire service, passing operation personnel of objects;
• control of development of the fire to within the annunciator and transfer to the headquarters of fire extinguishing of up-to-date information about development of the situation with display on the plan of an object;
• determination of escape routes and planning of measures for liquidation of the fires;
• collecting, storage and information transfer about a status of devices of fire alarm systems.

The HSS of "Sagittarius-Monitoring" uses as the main communication channel a double-sided radio channel at the frequencies selected for the Ministry of Emergency Situations in the ranges of 146-174 MHz and 403-470 MHz.

In addition communication channels can be used:

• Telephone wired networks (in the Contact-ID and Argus T formats);
• Channels of cellular communication of GSM (in the Contact-ID and Data CSD formats);
• Channels of cellular communication of GPRS;
• Local networks (Ethernet).

Radio channel part of a HSS of "Sagittarius-Monitoring" represents the distributed radio network covering one or several localities.

Radio system elements:

• Sagittarius-Monitoring Object Stations (OS);
• Sagittarius-Monitoring Console Stations (CS);
• Repeaters (RTR) of "Sagittarius-Monitoring".

The HSS of "Sagittarius-Monitoring" on a radio channel provides:

• Double-sided data exchange between the center of monitoring and the protected object with continuous control of the channel;
• Delivery confirmation (handshake) of each information packet;
• Automatic control up to 8000 objects (at the period of the autotest of 30 min.);
• Remote start on subject of voice intelligences of civil defense and emergency from the center of monitoring.

Each object station performs function of a repeater for the neighboring stations. Feature of a radio system - the mechanism of the automatic choice of a delivery route of notifications from object on console stations. This technology allows a system to save working capacity in case of failure of a part of communication lines and/or object stations.

The automatic fire warning of different producers is connected to object stations by means of relay exits, under the digital Contact-ID, RS-232 or LON protocols.

For acceptance and signal processing Fire from objects in DDS or fire brigades is established a specialized software (software) of "Sagittarius-Monitoring".

Software allows to define the place of ignition to within the address of the annunciator (premises), to display on the plan of an object of traveling direction of dangerous factors of the fire, to manage quickly evacuation on an object.

Software provides display of events from an object taking into account priority of messages about the fire. Development of the fire on a big object leads to work of a large number of devices of fire automatic equipment: notification, smoke removal, shutdown of the plenum ventilation, etc. A system provides event filtering and their display on the monitoring panel depending on a current status of an object and dynamics of development of the fire.

In the center of technical monitoring the detailed information on technical condition of signaling systems arrives and is displayed. It allows not to tell excess data to the operator of DDS and to provide with detailed information the servicing organization — for operational repair and system recovery on an object.

2018: Recovery of operation of the order of the Ministry of Emergency Situations on acceptance on supply of a complex

On September 24, 2018 the organization "Automated systems of Security" announced that the Minister MINISTRY OF EMERGENCY SITUATIONS Russia for the purpose of increase in level of security of objects with mass stay of people, establishments of a uniform operating procedure on duplication of signals on the panel of division of fire protection and an order of service and maintenance of the equipment of a transmission system of notifications signs the order of 9/5/2018 No. 374. This order recovers operation of the order of Emercom of Russia of 12/28/2009 No. 743 according to which in the system of Emercom of Russia the hardware and software system with a code name of a HSS of "Sagittarius-Monitoring" was accepted on supply.

As noted in the organization, for September, 2018 the HSS of "Sagittarius-Monitoring" is the only specialized fire-fighting equipment intended for equipment of divisions of FPS GPS Emercom of Russia for the purpose of implementation of requirements of Part 7 of Article 83 of the Federal law of 7/22/2008 No. 123-FZ "The technical regulation about fire safety requirements".
