The announcement of development of the Platform of the air of TV channels on OTT services
The National Advertising Alliance (NAA), Channel One and SPB TV company announced at the beginning of 2017 development and start in the test mode of the universal technological solution allowing market participants to begin legal broadcasting of the air of TV channels on the platforms on the Internet taking into account the legal and commercial interests of TV channels.
Contradictions between TV channels broadcasters and OTT-services (online movie theaters), independent of them, remain one of obstacles in a way of development of legal market of online video in Russia.
Aiming at increase in the audience, OTT-services purchased licenses of cable telecom operators and on this basis performed broadcasting of radio versions of TV channels of the First and Second multiplexes on the platforms on the Internet – on the web websites, in mobile devices, in applications for SmartTV and also by means of set-top-box.
TV channels repeatedly pointed that the existing legislation, according to them, does not grant to online movie theaters the right to broadcasting of radio versions on the Internet. Broadcasting of radio versions in the OTT-environment by independent operators gave them competitive advantage in comparison with TV channels which according to the restrictions imposed on them from owners not always have an opportunity to perform broadcasting of radio content on own interenet-resources. Besides broadcasters did not get data access about TV viewing on third-party OTT-platforms and opportunities to monetize there the growing Internet audience were deprived.
Representatives of a number of the largest OTT-services agreed with arguments of broadcasters and expressed readiness to pass to broadcast of the legal Internet versions provided by TV channels – and some of them already made it. Together with it they pointed that operational and effective implementation of all requirements of broadcasters, including integration of advertizing opportunities, can be feasible only in the presence of available to them and the technological solution, uniform for all.
According to the recommendation of the Ministry of Telecom and Mass Communications, The National Advertising Alliance (NAA), Channel One and SPB TV company developed the system technological solution which allows:
- Provide OTT-operators with free versions of the signals provided by TV channels (including in the Full HD format) for broadcasting on the Internet by the principle of "one window".
- Provide to TV channels data access about their audience on independent OTT-platforms.
- Provide to TV channels control of content distribution and reduce the level of its illegal distribution;
- Provide to TV channels implementation of their advertizing opportunities when broadcasting on the Internet.
The planned start term in commercial operation - the II quarter 2017.
