Rostelecom automated process of preferential provision of medicines in North Ossetia

2018: Complete scope of medical institutions of the region

Rostelecom in January, 2018 announced that in 2017 the company completely automated process of preferential provision of medicines of North Ossetia.

In total according to the results of the project automated information system of preferential provision of medicines (AIS LLO) is implemented in 21 medical objects of the region, and it, taking into account branches, a complete scope of medical institutions which have powers to distribute preferential medicines on all republic.

The project is included, as we know, into the "Development of Health Care of PCO-A for 2014-2020" program, the Ministry of Health of North Ossetia acts as the state customer.

Since the beginning of 2017 using specialists of Rostelecom a system was implemented in seventeen treatment and prevention facilities of the republic. By the end of the year we connected four more and thus provided full automation of preferential provision of medicines in the region. A system will allow to make transparent accounting and control of targeted budget expenditure and medications — Mikhail Ratmanov, the Minister of Health RSO-Alania noted.

System implementation in general provided:

• digital interaction of treatment and prevention facilities,
• process automation of processing of registers of the written-out recipes,
• Electronic Data Interchange between health facilities, drugstores, the authorized pharmaceutical organization, the Ministry of Health of the republic.

The uniform regional database about the patients needing preferential provision of medicines is created.

In a work progress over the project Rostelecom installed and configured client components of a system in medical institutions. Our specialists finished the AIS, carried out acceptance both tests and personnel training. System implementation with guarantee will increase performance when forming reporting documentation, considerably will accelerate process of collecting, processing, transfer, storage and information representation — Evgeny Galtsev, the director of the North Ossetian branch PJSC Rostelecom said.

2017: Implementation of the AIS of preferential provision of medicines

On February 9, 2017 the Rostelecom company announced automation of process of preferential provision of medicines in North Ossetia. As the state customer of implementation services of a subsystem of the Uniform information and analytical system according to the statement of preferential recipes and accounting of preferential provision of medicines of citizens the Ministry of Health of PCO-A acted.

Project Results

Rostelecom completed an implementation project of automated information system of preferential provision of medicines (AIS LLO) of separate categories of citizens in medical institutions of health care of the Republic Northern Ossetia-Alania. The project is executed within the "Development of Health Care of PCO-A for 2014-2020" program.

Action with participation of MZ RSO-A, (2016)

At the first stage a system is implemented in 17 treatment and prevention facilities of the republic. We are guided by Federal law No. 178-FZ "About the government social assistance" which orders to organize providing the population with necessary medicines, products of medical appointment and also specialized products of clinical nutrition for handicapped children. Besides, a system will allow to make transparent accounting and control of targeted budget expenditure and also will provide accounting and control of medicines. With completion of project works interaction of treatment and prevention facilities with a web subsystem, process automation of processing of registers of the written-out recipes, Electronic Data Interchange between health facilities, drugstores, the authorized pharmaceutical organization, the Ministry of Health of the republic is provided. The uniform regional database about the patients needing preferential provision of medicines is created control of information processes on implementation of provision of medicines of preferential categories of citizens is adjusted.
