Content

Background of the project

The Ulyanovsk region is the large industrial region. Most actively here the mechanical engineering develops, the new enterprises, and on old, created in the Soviet years open, the new automated technologies come.

Preserving of positive trends and creating favorable conditions for further social and economic development of the Ulyanovsk region for a long-term outlook is a direct task of the Government of the region. In turn, it is impossible without attraction and effective management of the personnel structure of the most executive power of the region.

The solution of a problem of improvement of a management system for personnel resources of executive authorities of the Ulyanovsk region went within accomplishment of the federal target program "Electronic Russia (2002 - 2010)" approved by the order of the Government of the Russian Federation of January 28, 2002 N 65 and provided a program implementation basis regarding information technology implementation in activity of public authorities. The choice of the Government of the Ulyanovsk region stopped on the information management system the personnel structure of the public civil service "BOSS-personnel officer" - development of the Russian company "BOSS. Personnel systems". This software since 2016 is entered in the Unified register of the Russian computer programs and databases.

As of February, 2017, directly in Administration of the Governor and executive bodies of the government of the Ulyanovsk region more than one thousand people work.

Project Progress

Three main objectives of scale of all region were set for a management system for the personnel structure of the public civil service "BOSS-personnel officer":

  • automate the personnel processes having the features in civil service
  • reduce time expenditure by personnel administration,
  • increase the accuracy and quality of accounting of personnel structure and the public civil servants.

And, as a result, - creation of a trusted system of the automatic reporting as before all reporting was prepared manually. System implementation was entrusted Business-klass company - the Samara partner of BOSS. Personnel systems company.

The project of automation was executed step by step:

  • at the first stage process automation of personnel administration generally was performed (acceptance, dismissal, formation of experiences, the reporting);
  • the next stage - the solution of specific managerial personnel tasks (certification, qualification examinations, the reporting), etc.;
  • in addition within the project means of the BOSS-PERSONNEL OFFICER system solved a problem of automation of activity of department of awards.

The project had to be begun with the most elementary – to teach people to rules of work in an automated system because before they used only office applications, such as Word and Excel. Training in use of a system was provided in workplaces of employees. Gradually also approach to case exchanged: paper documents and infinite folders with printing documents consigned to the past, people felt all usefulness and convenience of work in the BOSS-PERSONNEL OFFICER system.

Industry features

Accounting of passing of the public civil service has the essential features, beginning from maintaining and planning of staff lists and finishing with specifics of rotation, appointments to vacant positions, formation of a talent pool and other processes. All these functions were automated by means of standard functionality of the BOSS-PERSONNEL OFFICER system.

Insignificant completions were required at setup of functions of certification, qualification examinations and sets of the group and individual printed output forms necessary for them: responses and representations of heads, minutes of examinations and certifications, examination and appraisal sheets.

For the automated accounting of different types of orders - for technicians and the public civil servants - it was necessary to customize functions of the standard version of the BOSS-PERSONNEL OFFICER system, almost all documents of this type were not unified forms, with different features and complex structure. However they everything managed to be standardized, and in general to adjust hands-off processing, data analysis and their representation.

For some types of orders (about long-service bonuses, about establishment of a cool rank, about assignment of duties and some other) the separate submodule Orders was selected in a system. In it it is possible to configure internal procedures of Workflow for these documents, specifying as this order depending on its vising is processed. So to create representation of a flow of the tasks arising in a system when "carrying out" the order: what data appear as they are connected among themselves and other settings. Also among completions in a system – introduction of the delta of surcharges in the staff list.

The separate module in which the database of winners on area is moved from Excel was developed for department of awards. The functionality on work with awards and petitions of 4 types and also program tools for work with heraldry is created.

Results and perspectives of the project

As of February, 2017, management concerning public service and the personnel of Administration of the Governor of the Ulyanovsk region in full strength works in the BOSS-PERSONNEL OFFICER system.

Our organization received a system in which accurate, reliable registration of personnel of the enterprise is kept. Using a large number of reports at any time it is possible to obtain precisely and quickly information on any data concerning workers, - the deputy head of department concerning public service and the personnel of Administration of the Governor of the Ulyanovsk region – the head of the department of the public and municipal service Ekaterina Umnova says. In our plans - to expand the used functionality of a system, in particular, to automate process of formation of a talent pool.

"BOSS-personnel officer", according to the staff of the Government of the Ulyanovsk region, also reduction of time for processing of personnel documentation became result of system implementation, work accuracy increased. There was an opportunity to receive selections on the interesting filters. Besides, a system reminds of the forthcoming events, the total quantity of paper work was reduced.

In the conditions of tough financing, nevertheless, it was succeeded to achieve that now using the BOSS-PERSONNEL OFFICER system all personnel work of executive bodies of the government of the Ulyanovsk region is automated.
