The Moscow City Compulsory Medical Insurance Fund (MCCMIF) completed the project of creation of the distributed Data processing center for consolidation of IT resources and data in the uniform virtualized information warehouse.
The iCore company, the Russian system integrator of a full stroke, acted as the contractor on design, construction and creation of engineering infrastructure of one of platforms of the distributed DPC.
Customer's tasks
The domestic health care system experiences cardinal changes. Paper documents are succeeded by electronic media – electronic policies of compulsory health insurance and medical records.
The Moscow City Compulsory Medical Insurance Fund is an innovator in transition to electronic policies of compulsory health insurance, having begun to distribute them among users since August 1, 2015 the Moscow City Compulsory Medical Insurance Fund services more than 12 million holders of policies of compulsory health insurance — much more, than any other Russian region. Besides, the fund is a key link in formation of the city environment of electronic interaction of subjects of compulsory health insurance and a health care system of Moscow. Over 700 medical institutions and branches and also 11 medical insurance companies are connected to automated information system of compulsory health insurance (AIS compulsory health insurance).
Between Moscow City Compulsory Medical Insurance Fund and the medical organizations critical information on patients and the services rendered to them circulates what causes increased requirements to availability and security of information systems.
Solving assigned tasks, the Moscow City Compulsory Medical Insurance Fund initiated and implemented the large-scale project on creation of the distributed disaster-proof DPC covering three physical platforms for placement of the IT equipment.
Project Objectives
The iCore company which acquired the right to become one of contractors of this project performed a complex of works on design, construction preparation of the premises and to equipment by the engineering systems of reserve DPC with a power consumption of 200 KW.
In the project emphasis on use of the advanced technologies with modular architecture providing scalability of engineering infrastructure of DPC in process of needs of the Customer for accumulation of computing power was placed.
Main objectives of the project:
- Ensuring availability of information systems and services of Moscow City Compulsory Medical Insurance Fund in mode 24х7;
- Creation of the distributed disaster-proof infrastructure providing the guaranteed availability of critical information services as a part of the AIS compulsory health insurance;
- Integration of the AIS compulsory health insurance with information systems EGISZ, EMIAS, MPGU, RPF of the Russian Federation, ZAGS, SMP in real time;
- Repeated increase in volume of the stored data;
- Gain of security of the AIS compulsory health insurance complex including, regarding information security support.
The performed works
Specialists of iCore company executed the following work types:
- Construction preparation of the premises, beginning from design and the feasibility study, and finishing with start of an object in operation;
- Creation of a system of the guaranteed payload power supply with reliable reservation and a possibility of independent operation;
- Creation of the ventilation and air conditioning system of all premises of data center;
- Creation of the dispatching center of monitoring and infrastructure management of DPC;
- Implementation of requirements for physical and fire protection of DPC.
Under DPC the non-residential premise with a total area of 286 sq.m located in a stilobatny part of the apartment house was selected. The part of the premises was under one of federal highways that required additional approvals when conducting construction works.
The machine hall occupies 25 sq.m of the premises of DPC; other area is distributed between auxiliary services, dispatching office, contact center and educational classes of Moscow City Compulsory Medical Insurance Fund.
The initial consumed electric power of the premises equaled 10 KW. After the carried-out works input power increased up to 200 KW from which 90 KW go for a power supply of payload (a rack with the equipment).
Choice of the supplier
At project implementation it was recognized as reasonable to use the complete solution from one producer — InfraStruXure (ISX) of Schneider Electric company. This solution is characterized by legendary reliability, flexible scalability and high energy efficiency.
The architecture of ISX optimized for rack placement of servers has functions of general-system management and gives the chance of expansion and payment in process of growth of needs of the Customer. Besides, it allows to minimize expenses on installation, operation, service and maintenance.
