Moscow Canal strengthened control of expenditure of budgetary funds in 10 branches

On March 2, 2017 company "1C:" Announced the first BIT system implementation of 1C: Budget Institution Accounting 8 with the add-on module of financial planning, covered 300 jobs in head organization and 10 branches of the Federal State Budgetary Institution Moscow Canal enterprise.

Project Progress

For automation of management accounting it was decided to integrate a system with specialized industry solution which is developed by specialists "1C: The first BIT" based on 1C:Enterprise 8 it is also intended for automation of planning and budgeting in public institutions.

In 5 months a system was unrolled in 300 workplaces in accounting, financial and economical services. Data from an old system were transferred without stopping financial and economic activity of organization.

Project Results

• A system integrated work of all branches of organization in uniform base. As a result data acquisition for preparation of the management reporting – for example, reports on budget implementation of divisions and organization in general, to plan-fact cash flow analysis, etc. accelerated. Time for formation of budgets of the divisions integrated in the plan of financial and economic activity of organization (the plan of FHD) with detailing is twice reduced to analytics of management accounting. Accounting and tax statements are formed now 3 times quicker.
• The flexible system of budget planning and control of execution of budgets is built. A system allows to create an unlimited number of financial plans (on divisions and organization in general) with a different planning period (year, quarter, month). Mechanisms of broadcast of accounting entries per cash execution of the plan of FHD in the block of financial planning on the corresponding cuts of accounting are automated. The report which contains data on balance for the beginning of year, the plan of FHD, the assumed obligations and the reserved expenses and also the detailed data on cash execution of the plan of FHD by the analyst of management accounting is developed for control of execution of a vista shot of FHD of the enterprise.
• For operational approval of documents for payment multi-stage routes of vising are configured and also the convenient mechanism of group vising is implemented.
• Integration of the 1C: Budget Institution Accounting 8 system into the specialized solution "1C: The first BIT" for management of finance of state budgetary institutions allowed to organize operational management of settlement between head organization and branches. Branches make out in the system of the request for reservation and receiving funds for the current needs. Formation of the register of the forthcoming payments, sending it on approval to the head of organization and also further reflection in accounting and management accounting of cash flow between head organization and branches is automated. At the same time if the application for a funds expenditure submitted by division exceeds the budget limit set for division on the amount, a system automatically blocks such payment.
• According to requirements of the enterprise for a system the standard mechanism of calculation of the amount of tax on property taking into account requirements of the legislation to calculation of a tax concerning hydraulic engineering constructions is finished. The declaration on a tax is filled out on clicking of one button now, time for formation of the declaration is reduced from 1-2 working days to 10-15 minutes.
• For fulfillment of requirements of the law of 4/5/2013 N 44-FZ "About a contract system in the field of purchases of goods, works, services for ensuring the state and municipal needs" the mechanism of unloading of the schedule of purchases from spreadsheets of organization on the website of the Unified information system in the field of purchases (EIS) is implemented.
