Project management in "NIPI "Neftegazproyekt". Workplace of the chief project engineer

The research design institute "Neftegazproyekt" is the company rendering services in project development of complex arrangement of oil and gas fields, oil depots, bulk platforms, petroleum chemical plants. The institute designs buildings, constructions, production facilities, preparation and transportation of oil and gas, executes engineering researches, performs research activity in the field of environmental protection and rational environmental management.

Tasks

The organization of work of all employees, from designers to the CEO, in one information space was the purpose of implementation of DIRECTUM in the company.

Automation of activity of the chief project engineers (CPE) who are engaged in the organization of works on objects and their control became an important part of implementation. On this block several tasks were selected:

  • Structure and make transparent work of GIP.
  • Create a common information space for project management.
  • Accelerate preparation of the reporting under objects.

Create tools which will allow the chief engineer to plan work of departments. 5 modules were specially developed for the solution of these tasks.

1. Register of projects and management of financial side of projects

To accumulate all project data of the organization in one place, the reference book "Projects" was developed. It represents the unified register where all planned information and data on agreements on all projects and their stages is stored.

In the organization 12 chief project engineers work. In a year each GIP closes about 500 stages of projects. In order that the engineer did not spend time for preparation of reports on closing of stages, the separate reference book "Project phases" contains information on planned dates of closing. GIP can include filtering on planned dates of closing and obtain necessary financial information using calculated fields "The amount under the act", "The amount on sub. to the act", "Existence of the delivery note", "Existence of the act". Filtering on the column "date of the end (plan)" allows to obtain information by date of operation of agreements.

For automation of work with contractors the report which breaks project phases on contractors is written. For example, if the stage has two contractors, then for this stage in the report there will be two records, with information on each contractor.

In addition to financial statements and closing of stages the chief engineer controls all project work. The reference book "Projects" became the main workplace of GIP from where it can manage works on the objects. So from the GIP card can:

1. Determine planned finish dates of project phases.

2. Create structure of the project.

3. Control project implementation.

4. Issue tasks for development of the design estimates on the project.

2. Structure of the project

In design such concepts as "The sheet of sets of working drawings" and "Structure of the project documentation" are used. Scalable, flexible Structure of project was developed for simplification of perception and systematization of these concepts. It represents a tree where volumes, parts, books, sets and other elements which are a product of development of the design estimates act as nodes. Each structure member is a folder in the DIRECTUM system.

Example of structure of the project documentation:

Creation of structure not only systematized storage of the design estimates, but also allowed to generate different reports (including standardized by state standard specifications, such as "Structure of the project documentation", "Sheet of sets of working drawings", "Structure of reporting and technical documentation on engineering to researches").

3. The module of exchange of tasks between related departments of designers

At design production departments (Electricians, the General plan, Builders, etc.) exchange tasks among themselves to transfer the necessary information to other department — this term in design "Exchange of tasks between related departments" is called.

The main problem at design institutes is that often at exchange of tasks departments forget to issue a task in related department, or send it not to that department, or transfer not all information. On these trifles precious days which turn into failure to meet time constraints on objects are lost.

13 templates of working off of different project solutions for oil and gas fields are developed for an exception of such situations with combined forces with chiefs of production departments.

The scheme of working off on design of the pipeline is given below. It reflects the consecutive diagram of issue of tasks between departments, from issue of the GIPA task for production of engineering researches to tasks for development of other documentation. Red points (Control points) display information on what department to what department and that specifically should issue.

4. Control of task performance by departments

The main objectives of GIPA are control of task performance by departments and load distribution on departments. For this purpose each GIP works in the reference book of tasks which allows to see by dates when on what project, and what should be specifically handed over.

In the organization the order which obliges GIPOV to distribute tasks with approximate terms as soon as in the organization a new object appears is issued. The reference book of tasks does work in the organization transparent for 100% as allows to observe all loading of departments and the staff of production departments approximately for the half a year ahead.

5. Project implementation tracking

Important information for the management, GIPOV, chiefs of departments is project implementation process tracking. Templates of working off of objects and the module of a task gave to related departments such chance. All tasks become attached to control points from the corresponding template of working off that allows to create the scheme diagram of project implementation from a working off template.

Results of application of the solution

Response of the chief engineer, First Deputy CEO, Maysyuk Sergey Mikhaylovich:

"The main result of this solution I see a possibility of effective management of projects of the company thanks to which the transparency of many processes increased that allows not to allow failure of contractual commitments. At the same time the company keeps more than 100 different projects. Due to structuredness and finding of information in a common information space, we received full automation of control of all stages of maintaining projects".
