On April 13, 2017 Federal Accreditation Service announced intention to refuse from DBMS Oracle in its federal to gosinformsistema (FSIS) and replacement on PostgreSQL Professional.

The decision is already made. As the main DBMS we consider the domestic solution PostgreSQL Professional. It is the most probable candidate for replacement, but other options are studied. As the main reasons of replacement of Oracle are designated:
- need of development of a subsystem of information storage of a FSIS
- its separation into several segments and circuits[1].
According to Butenko's statement, department wishes to increase efficiency of budgeted expenses and aims to correspond to the information security doctrine of Russia regarding creation and application of the domestic general-system and application software in state agencies.
In addition to compliance to state policy and economy of money in the long term, Butenko expects the general gain of performance of a FSIS from project implementation.
Project Progress
The FSIS of Federal Accreditation Service works since 2013 and Oracle DBMS was used in it from the very beginning. Creation of a system is carried out within the contract according to the results of tender with the starting price of lot of 215 million. The Prognoz company - for 195.6 million rubles became the winner.
In 2013 department purchased through Invento Service company for a FSIS the equipment on 49.8 million rubles, licenses softwares for the amount of 27.6 million rubles.
The first stage of delivery purchased ADP equipment, DWH, the communication and infrastructure equipment, information security tools.
The second - DBMS, software of recognition and converting of documents, OS, a packet of office applications, software of backup, the mail filter and information security tools.
Follows from the technical project of the tender for upgrade of a FSIS held in 2016 that at that time in a FSIS of Federal Accreditation Service over 15 thousand users — employees of central office and territorial authorities of department, the accredited persons, accreditation experts, the expert organizations and so forth were registered.
The FSIS consists of the centralized data warehouse and a number of subsystems:
- maintaining registers,
- rendering state services,
- planning and implementation of control actions,
- interdepartmental processes,
- implementations of processes of activity of participants of an accreditation system,
- planning and forecasting of efficiency of activity,
- formations of the procedural and analytical reporting,
- administrations,
- maintaining normative reference information,
- information security,
- communications,
- integration,
- interdepartmental information exchange of data from registers.
As a part of a FSIS virtual servers of applications and databases of VMware 5.5 and the application software, mainly Microsoft are used. As DBMS in addition to Oracle DB 11g open MemcacheDB 1.4.4 and MongoDB 3.0.3 are used. They are used for the solution of separate technical tasks and the volume of the stored information in comparison with Oracle is small, Butenko noted. For April 13, 2017 the decision on their replacement by PostgreSQL is not made.
