2021: Launch of the first stage of the agro-industrial complex "Safe City" into industrial operation
On April 7, 2021, information appeared that the first stage of the Safe City hardware and software complex (AIC) was put into industrial operation in the Irkutsk region. The cost of all work under the contract amounted to about 1.2 billion rubles.
5 pilot municipalities of the Irkutsk Region, as well as a comprehensive monitoring system, departmental security systems and the 112 System, were integrated into a single information system.
Uniting on one platform scattered dispatching emergency services will optimize their activities, increase their efficiency, and reduce the cost of their maintenance. The operation of the agro-industrial complex "Safe City will provide forecasting of emergencies, help coordinate the actions of operational services and minimize response time to emergency situations.
The pilot areas where the first phase of the hardware and software complex was put into industrial operation were the Angarsky urban district, the city of Bratsk, Bratsky, Kirensky and Taishet districts. Design, commissioning and development of specialized software began in 2017.[1]
2017: Results of the tender for the selection of the contractor for the project for the implementation of the agro-industrial complex "Safe City"
On December 15, 2017, the Fire and Rescue Service of the Irkutsk Region summed up the results of the competition for the creation and implementation of experimental sections of the Safe City agro-industrial complex in the region.[2]
Two applications were received for the competition - from Rostelecom and Automatics Concern (part of Rostec). Both proposals were found to comply with the requirements of the tender documentation and were admitted to the evaluation procedure.
The evaluation criteria included 3 main items - "Contract Price" (30% significance), "Participants Qualification" (20%) and "Quality, Functional and Environmental Characteristics of the Procurement Object" (50%). According to the first two criteria, Rostelecom was ahead of the competitor, offering a lower contract value and providing more contracts for similar projects. However, according to the latter - the most significant criterion, the application of Automatics Concern received the maximum number of points, while Rostelecom was content with only a third of the maximum score.
As a result, after summing up all estimates, Automatics Concern was recognized as the winner, and the initial contract value was reduced from 1.22 to 1.19 billion rubles.
As expected, as part of the project, experimental sections of the Safe City system will be created in a number of cities and districts of the Irkutsk region. The goal of the implementation is to improve the overall level of public security and law and order by significantly improving the coordination of the activities of the forces and services responsible for these tasks. The implemented system should provide forecasting, monitoring, prevention and elimination of possible threats, as well as control over the elimination of the consequences of crisis situations and incidents.
Automation should affect the management activities of the unified duty dispatch services (EDDS) and the information interaction of the EDDS with duty dispatch services in the pilot cities and regions.
The components of the Safe City should be introduced in Angarsk and Bratsk, as well as in the Bratsk, Kirensky and Taishet municipal districts. As a result of the project, single rapid response centers should appear in cities. In addition, the Regional Platform complex should be created with the connection of single dispatch services in the areas.
The "regional platform" is designed to provide the relevant services and units of the Irkutsk region with operational and reliable information about the situation in the region. The platform should include a number of subsystems, including decision support subsystems, integrated monitoring, integrated information and warning, information security, etc.
Additionally, the boundaries of the photo and video recording subsystem of traffic violations will appear on the roads and intersections of the region. They will be placed at 60 addresses. The subsystem will include linear lines for controlling instantaneous and medium speed, lines for installation at intersections and pedestrian crossings, as well as one mobile complex. The quantity of necessary equipment to be installed at the control lines as well as the installation locations will be determined at the design stage.
The project will take 390 days from the date of signing the contract.
The implementation of the Safe City agro-industrial complex is part of the regional program "Providing comprehensive measures to counter natural and man-made emergencies, building and developing the Safe City hardware and software complex for 2014 - 2020 years." The total amount of funding for this program exceeds 9 billion rubles.
