The city administration of Arkhangelsk implemented EDMS

On April 26, 2017 the company "Electronic office systems" announced implementation EDMS "CASE" by request administrations of Arkhangelsk. Integrator in the project the company "Office Dock".

Project Tasks

For ten years the EDMS created by forces of programmers of organization developed in administrations of Arkhangelsk. Basic purpose of this software - automation of jobs of registrars. A large number of the administrative legal documentation entering and outgoing correspondence, scans was kept in a system, statistic and analytical reports were executed. The program was used by a great number of employees of the city administration, administrations of the territorial districts of Arkhangelsk. The movement on instructions and approvals of documents in it is not implemented.

In 2016 the customer got up before a dilemma: add functionality of the operating EDMS or replace it with other system. As, among tasks there was a need of exchange of documents with the Government of the Arkhangelsk region where EDMS "DELO" is used, on this system decided to stop the choice.

During the tender the contractor of the project selects Ofis-Dok company. On a preparatory stage specialists of the contractor investigated the customer's EDMS for search of optimal algorithms of transfer of information in EDMS "DELO".

As the volume of the saved-up data was big, made the decision to begin with transfer of registration cards with electronic images of documents, and to transfer data on instructions and sheaves after the beginning of use of EDMS in an operating mode.

Project Results

In November, 2016 in administration of Arkhangelsk trial operation of EDMS began. Eight administrations of the territorial districts of Arkhangelsk, the administrative commissions of districts, the commissions on affairs of minors and 15 MUPOV are connected to a system. In each of these organizations about 1-2 jobs are created: for heads and registrars.

At the beginning of 2017 the project passed into an operation stage. For April 26, 2017 in a system about 600 users work.

According to the results of the project results are achieved:

• the information infrastructure covering Administration of Arkhangelsk (including all departments and managements), administrations of territorial districts is created;
• work with EDMS is built at all levels;
• in "DELO-Web" all leadership team of administration of Arkhangelsk, including deputy heads of administration works;
• in a system work with documents, document registration in a system by the principle of uniform number is configured;
• control of execution of instructions and approval of documents works;
• all documents from a former system are transferred to EDMS "DELO";
• integration of EDMS "DELO" into the AIS of ensuring town-planning activity is carried out.
