As part of the preparation of a new review , "Import Substitution of Software 2022," TAdviser collected information on projects to replace foreign IT systems with domestic and open source products that started in 2021.

As in previous years, state structures and state-owned companies remain leaders in this direction. They are implementing the largest projects. If we talk about specific solutions, the replacement of which is most common, then here we should mention the replacement of Windows OS with domestic systems based on Linux (primarily Astra Linux), office packages Microsoft Office with Russian "My Office" and "P7-Office," Oracle DBMS on Postgres Pro. Also, quite a lot of information about replacement projects comes from Russian vendors of EDMS/ESM systems and developers of communication products.

As part of the Import Substitution IT 2021 review, TAdviser collected examples of import substitution projects. Implementations that started in January 2020 were studied. It should be noted that the table included only projects in which replaceable foreign IT solutions were known.

According to NKT experts, the most advanced in this area are government agencies that have sufficient IT personnel, which solves the task of not only ensuring the continuous activities of the department itself, but also participating in the development and implementation of digitalization projects for information processes of public administration. As a rule, departments have good IT competence, their employees are ready to learn, perceive new products, and try different solutions.

In addition, the NKT believes that the departments are also successful - operators of state information systems (GIS), whose support ensures the prompt response of their manufacturer to changes in the IT landscape of state authorities and, if necessary, the adaptation of the GIS to the software being implemented.

According to the NKT experts, the Federal Treasury belongs to these two categories.

Another category of those who successfully carry out import substitution is regional authorities, which not only solve the issue of replacing a foreign solution with a Russian one, but modernize the very approach to organizing the work of employees, using the full-time capabilities of the new software as a tool.

As for state-owned companies and state corporations, the most advanced in the direction of import substitution, Rosatom, Rostec and Russian Railways were most often heard among TAdviser respondents.

Rosatom was among the first to systematically engage in import substitution and pursues a consistent policy in this direction, and actively uses the Register of Russian software in procurement. The state corporation has a strong IT block throughout the vertical, including IT services at enterprises that have the competence to carry out import substitution projects together with Russian developers. In addition, Rosatom has historically developed insourcing software development for its own needs. In a number of areas, Rosatom acts as a vendor, presenting its products on the market, - says Pavel Shcherbinin, head of special projects at ASCON.

Russian Railways is now implementing new projects on domestic and open source solutions, recalls Alexander Semenov, Chairman of the Board of Directors, KORUS Consulting Group of Companies.

Laysira Eroshenko, director of the production department of 1C practice at Technoserv Consulting, adds that the success of state corporations in the field of import substitution is determined, firstly, by the fact that the state has embarked on a more active introduction of domestic software products, which is reflected in the policy of the state order, and secondly - by the availability of sufficient funding.

Analysis of the situation as of 2020

The results of 2019 showed that despite all the initiatives of the state, it is too early to talk about mass import substitution. Nevertheless, the first "swallows" of this process have already appeared. At the end of 2019, the Ministry of Telecom and Mass Communications carried out centralized purchases of Russian office programs and antiviruses for a total amount of over 1 billion rubles.

The dependence of large customers on software products of Western suppliers has developed over the years. From this it is clear how difficult it is for them to abandon the solutions used by years, especially the ERP/HRM class, on which most significant business processes are tied. In addition, Western vendor software was supplied as integrated products as complete "stack" solutions, which in itself had competitive advantages. And today enterprises are forced to look not only for an alternative replacement of the required software functionality, but also for a replacement of the entire set of programs, from the operating system to office software. According to Maxim Akimov, who held the post of deputy chairman of the government at the end of 2019, the costs of state-owned companies for the purchase of Russian software in 2019 amounted to about 10 billion rubles. Ilya Massukh, director of the Competence Center for Import Substitution in ICT, at the end of 2019, estimated the share of domestic software in the total volume of software products of state-owned companies at 10%. According to him, the state does not strive for 100%, but 60% is considered a comfortable, safe and sovereign level that allows the country to be independent in this area.

At the same time, Massukh's estimates regarding the expenses of state-owned companies on Russian software are more optimistic. At the end of 2019, he suggested that in 2020 state-owned companies will pay 180 billion rubles for Russian software.

The domestic software market is currently at the initial stage of development. Russian companies have good technical competence in this area and good specialized solutions. At the same time, this often applies only to solutions for small and medium-sized businesses. If we talk about the Enterprise level, then here the entire Russian infrastructure was traditionally based on Western standards (IBM, Oracle, Microsoft), even the terminology is borrowed from us. The main problems are related to the development of your own presentation and goal setting during the development and implementation of domestic Enterprise software. This is a long way, but before our eyes we have experience in using imported software, which we can use when developing our own, making it more effective in solving specific problems of domestic industries. As for the main problem that customers and performers may face in the event of complex projects, this is the immaturity of modern Enterprise solutions offered by domestic manufacturers, - said Sergei Kuznetsov, General Director of Unidata.

TAdviser has been collecting information on import substitution projects since 2017. In the spring of 2020, the table of such projects was supplemented with about 60 new implementations. Of course, this is only a small share of import-substituting projects. However, the information is regularly updated and updated, including with the help of IT market participants.

According to these data, the largest projects of 2019 were associated with the above-announced centralized purchases of the Ministry of Telecom and Mass Communications. The total value of contracts for the supply of office software amounted to about 740 million rubles, antivirus solutions - almost 300 million rubles.

Among the purchased antiviruses, 80% were Kaspersky Lab software products (409 thousand licenses), 20% - Dr.Web (106 thousand licenses). Two-thirds of the purchased licenses of office packages (150 thousand units) are developed by MyOffice of MyOffice (New Cloud Technologies LLC), one-third - (70 thousand units) - P7-Office of New Communication Technologies^[1].

A major contract in 2019 was noted by Russian Post. In April of this year, the postal operator signed an agreement for the supply of domestic office software for comprehensive interaction and joint work with documents on various platforms. Fundamentally, the situation may change in 2019-2020.

Several factors can influence this process. First, increased influence from the state. Here we can recall the directives of the Minister of Finance Anton Siluanov, according to which state-owned companies from the list No. 91-r had to approve plans for the transition to Russian software in a short time, and by 2021 significantly increase its share (> 50%). We are talking about such companies as Aeroflot, Gazprom, Sheremetyevo, Rosneft, Russian Railways, Channel One, Rusnano, VTB, Rostelecom, etc.

Other factors are associated with an increase in the level of maturity of domestic IT solutions, the formation of a market infrastructure around Russian developments and the entry into the market of IT solutions of large state corporations.

As of April 2019, of all import substitution projects collected by TAdviser, slightly less than half started in 2017. Among the 89 projects included in the table, there are 40. Substitutions that began in 2018 - only 18.

The largest example of IT import substitution in terms of budget is the project, which began in 2015. This is the creation of an integrated information system of courts of general jurisdiction.
