The ex-head of the Ministry of Health of Sakhalin Aleksei Pak was accused of buying a deliberately unsuitable building for a children's clinic and damage of 61 million rubles. The corresponding indictment in a criminal case instituted under paragraph "c" of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office with causing grave consequences, approved the prosecutor's office of the Sakhalin region, its press service reported on October 17, 2023.

During the investigation of the criminal case, the third department for the investigation of particularly important cases of the Investigation Department of the Investigative Committee of the Russian Federation for the Sakhalin Region, in conjunction with the measures taken by the regional prosecutor's office of a supervisory and coordination nature, established, that in the period from May 2017 to December 2022, the Aleksei Pak ensured the acquisition of the building of the former Chaika Hotel in the city of Kholmsk and a land plot under it for the needs of the Kholmskaya Central District Hospital state budgetary health care institution in order to accommodate a children's clinic. At the same time, the placement of the medical institution was impossible, and the acquired real estate object was subsequently dismantled.

As a result of the illegal actions of the accused, the regional budget suffered damage in the amount of 61 million rubles. The criminal case was sent to the South Sakhalin City Court of the Sakhalin Region for consideration on the merits, the regional prosecutor's office said on October 17, 2023.

During Pak's work as Minister of Health in the Sakhalin Region, several scandals occurred in general. For example, the Health Independent Monitoring Fund recorded that in the first two months of 2017, mortality in the region "from other causes" increased by 346.6%, and from diseases of the circulatory system over the same period fell by 40.6%. Experts considered that such data could indicate manipulations with statistics.

In the fall of 2018, activists published a petition calling for the resignation of Aleksei Pak They noted that in the region "for years, issues with the organization of drug supply for seriously ill children have not been resolved, local residents cannot receive medical care in polyclinics at the place of residence, in adult and children's dental clinics. Then the petition gained more than 4.3 thousand signatures.[1]

In January 2026, the former Minister of Health of the Sakhalin Region Aleksei Pak was sentenced to four years of suspended imprisonment. The verdict was passed by the South Sakhalin City Court. According to the Medvestnik newspaper, the ex-official was found guilty of abuse of office. The crime is related to the misuse of budget funds. An additional penalty was a ban for Pak to hold certain positions for two years.

The acquired building had serious design flaws. An examination conducted by the Ministry of Construction of the Sakhalin Region established the unsuitability of the facility for operation. The main problem was low seismic stability, which does not allow the placement of a medical institution in the building. In 2022, the emergency building was dismantled. Demolition costs were also paid from the budget.

The convict's lawyer Igor Yanchuk announced his intention to appeal the verdict to a higher court. Aleksei Pak served as Minister of Health of the Sakhalin Region from 2016 to 2019. He left the position of his own free will. Earlier, the official headed the Amur Regional Clinical Hospital.[2][3]
