Rostelecom and AT Consulting creates the Safe Region system in Astrakhan

In 2017 PJSC Rostelecom together with the AT Service company entering into the AT Consulting group implements in Astrakhan security system elements "The safe region". Until the end of 2017 in the territory of the Astrakhan region the new security system of traffic will appear. Implementation of similar solutions allows to reduce by 25% the total number of road accident and for 44% – the number of accidents with a lethal outcome.

Within the project it is going to unroll new complexes of photo and video fixing of violations of traffic regulations, to carry out upgrade of existing, to mount points of weight and dimensional control and also to integrate all complexes in a single system of control and observation. For this purpose in Astrakhan the new center of monitoring where the fixings of violations of traffic regulations and weight and dimensional control given from complexes will arrive will be created.

Specialists of the AT Consulting company acting on the project as the general contractor carried out the analysis of the most dangerous sections of highways for the purpose of placement of new complexes. As for existing, check showed that some objects became outdated or became useless. 75 complexes which are going to be upgraded were as a result defined.

For May, 2017 preparatory work is completed. The project documentation is handed over: 16 complexes of photo and video fixing of violations of the high-speed mode and driving into the oncoming lane, 23 complexes observing observance of traffic regulations at intersections, 5 complexes of control of violations of the parking and 4 complexes which are going to be set on railway crossings. Locations of cameras are selected on the basis of the analysis of accident rate and taking into account increase in security of a road network of the region, approved with Regional Office of the Ministry of Internal Affairs of Russia across the Astrakhan region.

The activity list also includes deployment of five automatic points of weight and dimensional control of vehicles on roads of regional value. Installation of such systems will allow to increase security, to reduce roadbed repair costs, to adjust the system of effective control and identification of violations of transportations of large-size and heavy loads.

Rostelecom and AT Consulting already have joint experience of creation of complexes of city security. In 2015-2016 similar projects were implemented in St. Petersburg, Chita and Kabardino-Balkaria. Results allow to estimate indisputable advantage of installation of photo and video control on the Russian roads. So, the number of road accident decreases by 25%, and number of accidents from the death – for 44%. Besides, capacity of highways increases by 15%, and transit time is reduced by public transport by 25%.

The project in Astrakhan, as well as other similar implementations, is implemented within the organization of an end-to-end system of security of the population according to order of the President of the Russian Federation of May 27, 2014 No. Pr-1175 and also according to the order of the Government of the Russian Federation of December 3, 2014 No. 2246-r "About the approval of the Concept of creation and development of a hardware-software complex "Safe city".
