Federal infrastructure for information support of flights of the pilotless aviation systems (PAS), is developed by Russian Space Systems holding (RKS, is included into Roskosmos State corporation).
Land infrastructure will allow to organize effective and safe mass use of UAVs in airspace of Russia. In real time it will accept, to process and distribute information on location, a route and parameters of flight of thousands of BAS over the territory of our country. It is expected that its implementation will lower operating costs of owners of BAS. Together with RKS the Rosaviatsiya, Rostelecom, the State corporation on air traffic management and NP GLONASS participate in creation of infrastructure.
Laying of a route within infrastructure of information support of traffic of BAS is performed by "The platform of navigation applications" and also Geographic information system which contains up-to-date information about zones of restriction of flights and is integrated with the state, departmental and industry information systems. Special applications for operators of BAS, content providers, insurance and other companies will be created on the basis of "The platform of complex applications".
Head of the center for project implementation in the field of use of results of space activity of RKS Chistyakov Vyacheslav: "Within the project we provided a possibility of creation in the future of special applications for operators of UAVs. For example, for the delivery services it is possible to automate many processes and to reduce a task of the operator only to the choice of the address of a point of appointment. For this purpose today the cloud platform of complex applications is created".
A system is expected work with drones in the range from the smallest devices which, according to specialists, can pose security risk of big airplanes, to dimensional BAS.
Market development of navigation is provided due to use of the created platform with sales opportunity of solutions of developer companies and service providers, irrespective of pattern of ownership and the total revenue of the company. Data within a system are transmitted through the existing cellular systems and also VHFs transmitters and satellite communication.
It is expected that implementation of a new control and management system will reduce operating costs of operators of BAS due to risk reduction and formation of favorable conditions for development of insurance industry of devices, convenient services and the cloud software.
2018: Test flights of UAVs and AON airplanes
In May, 2018 the Russian Space Systems holding (RKS, is included into ROSKOSMOS State corporation) carried out working off of TEConts of operation of the pilotless aviation systems (PAS) and aircrafts of the aircraft of general purpose (AGP) developed for creation of infrastructure of the federal network operator in the field of navigation activity. Test flights of UAVs and the AON airplanes successfully took place on the MAI aviation base in airfield of Alferyevo in the presence of representatives of 40 companies and the organizations of the industry.
During working off sales opportunity of a monitoring system of operation of BAS and AON in airspace of class G and ensuring interaction of all concerned parties, including operators of devices, pilots and regulatory authorities within a common information space is confirmed.
Leading companies of the BASS and AON market – operating companies of JSC YuTEyr-Vertoletnye uslugi, PJSC Gazprom Neft, producers of aircraft of JSC Kalashnikov Concern, Geoskan Group, Ptero and also GOSNIIGA, State corporation on air traffic management, Federal State Unitary Enterprise ProtectionInfoTrans and others participated in actions for working off of the technical solutions created in RKS.
Developments of RKS in the field of information support of flights of BAS and AON allow to organize effective and safe mass use of UAVs in airspace of Russia. TEConts in real time provide acceptance, processing and dissemination of information on location, a route and parameters of flight of aircraft of these classes over the territory of Russia. They also automatically build a route according to the request of the operator of the aircraft. Data exchange within the system of information support is made using the systems of cellular and satellite communication and also VHFs transmitters.
It is expected that implementation of a new system of information support of BAS and AON will significantly lower operating costs of owners of the UAV due to risk reduction and creation of conditions for emergence of insurance industry of the aircraft, convenient services and the special software placed in cloud computing infrastructure for expansion of opportunities of the UAV.
