Electronic visas to foreign citizens in Vladivostok

Federal state budgetary Institution Scientific Research Institute Voskhod ensures functioning of information and technology infrastructure of a design and issue of electronic visas to the foreign citizens visiting Vladivostok.

The Ministry of Telecom and Mass Communications of the Russian Federation announced in August, 2017 the beginning of issue of electronic visas based on the state World system to visit by foreign citizens of the free port of Vladivostok. Project implementation began after entry into force of Government decree No. 667 of May 30, 2017.

Since August 8 citizens of 18 states can visit the Far East on the simplified mode, having free of charge issued and having received the visa via the Internet. The first two check points earned in seaport of Vladivostok and the Knevichi airport, since January, 2018 by the electronic visa it will be possible to visit Sakhalin and Kamchatka.

During the Voskhod project upgraded an interdepartmental redundant data processing center, implemented necessary completions in the existing segments, and in July carried out successful tests of the updated functionality of the state system of production, a design and control of passport and visa documents of new generation.

Announcement of a system and opportunities

Citizens of 18 states will be able to order and receive visas to Russia through worldwide network, since August 1, 2017. The curator of a data processing center about passport and visa documents — the Ministry of Telecom and Mass Communications — in upgrades information systems.

Work goes "within government decree No. 667 of May 30, 2017". The document approved an order of an execution of the electronic visa to entry into Russia through check points in the territory of the free port of Vladivostok.

The Ministry for the Development of the Russian Far East say that citizens of 18 states will be able to receive electronic visas: Algeria, Bahrain, Brunei, India, Iran, Qatar, People's Republic of China, DPRK, Kuwait, Morocco, Mexico, UAE, Oman, Saudi Arabia, Singapore, Tunisia, Turkey and Japan. The list is approved by the order of the government. The specified countries create tourist flow.

Since August 1 with electronic visas check points at the airport and the port of Vladivostok should have an opportunity for work. Since January 1, 2018 about 10 more check points in the territory of the free port of Vladivostok will be added to them (all this key ports of the Far East from Zarubino to Nakhodka). Validity period of such visas will make 30 days, the maximum term of stay — 8 days. The owner of the electronic visa will be able to travel only within the region where he drove to the Russian Federation.

The resolution of May 30, 2017 the MFA of Russia obliged to create the website where citizens of 18 countries will be able to fill in the application form for the electronic visa and to load the electronic photo — not less than in four days prior to expected date of entrance. In case of the positive solution within two days the electronic visa will appear in the World system. Segments of the Ministry of Internal Affairs of the Russian Federation, Ministry of Telecom and Mass Communications, Ministry of Finance, Russian Defense Ministry, the MFA, FSB, Ministry of Transport and Rosmorrechflot are a part of this system. The interdepartmental data processing center of the World system belongs to a segment of the Ministry of Telecom and Mass Communications.

Purchasing the ticket to Russia, the foreigner will be able to show to transport company the printed electronic visa or to provide data on her. The same documents and the passport will be required to be shown on the Russian border.
