Within order of the president of Tatarstan Rustam Minnikhanov the Kiwi Platform company (the company of the Qiwi group, the resident of Innopolis) conducted a research about applicability of blockchain technology in public administration, reported in the Ministry of informatization and communication of Tatarstan[1]. The company offered options of implementation of a blockchain in different areas: in the systems of interdepartmental document flow, the digital personality, a notariate, health care, a land cadastre, registration civil statuses, accounting of diplomas.
One of the offered options - use of a blockchain in the system of vote. Due to technology in which data cannot be forged or changed it is possible to avoid falsifications on elections.
According to the representative the Ministry of informatization and communication of Tatarstan of Anna Yakovleva, department considers the solutions proposed by Qiwi. In addition, the ministry studies possibilities of use of technology of a blockchain in the financial sector and communicates at this stage with the Central Bank and Rosreestr, she added.
We actively monitor development of the innovative technology a blockchain and we consider all possibilities of its application. Tatarstan as the innovation region of Russia, has high chances to fully realize blockchain potential, - Yakovleva said. |
The ministry specifies that for broad application of a blockchain it is necessary to overcome a number of restraining factors. Implementation of this technology brakes, in particular, lack of the legal base and debugged mechanisms of interaction of participants of process. There are also some technological limits, believe in department.
For example, there are problems with its scalability in the large high-loaded systems, the representative the Ministry of informatization and communication of Tatarstan explained. - Also there is no legal regulation of the data protection approaches applied in it. Besides, the blockchain technology, mainly, is aimed at spheres where so far there is no uniform arbitrator to whom all would trust. For example, in the state systems the state acts as this arbitrator. |
