Rostelecom will provide video surveillance on elections of the governor in Sverdlovsk region

The Ekaterinburg branch PJSC Rostelecom and the Ministry of Transport and Communications of Sverdlovsk region signed the public contract on the organization of video surveillance and broadcast of the image through the Internet from the polling precincts of Yekaterinburg, Nizhny Tagil, Kamensk-Uralsky and Pervouralsk on elections of the Governor of the region on September 10.

For ensuring transparency of voting procedure with a video surveillance system 805 district police officers and 12 territorial election commissions in the territory of the area will be equipped, at the same time from 771 sections the Rostelecom company will provide online broadcasting.

For video surveillance behind voting procedures and counting of votes operators will set on sections hardware and software systems which include two video cameras, uninterruptible power supply unit, SD cards and a set of connection cables. Special cameras will provide the video hi-res picture.

According to the approved order on sections one camera will be directed directly to boxes for vote, and the second – to work location with electoral registers and issues of ballots where after the end of vote also counting of votes will be taken. At the same time cameras will not remove the place for filling of bulletins not to break the mystery of vote.

Within the contract of the video camera the cities of Sverdlovsk region will be set in four: Yekaterinburg (533 district police officers and territorial election commissions), Nizhny Tagil (150 precinct and territorial election commissions), Kamensk-Uralsky (72 precinct and election commissions) and Pervouralsk (63 precinct and election commissions). At the same time from 785 sections video broadcasting will take place in real time. The website address for implementation of video surveillance will be announced in addition.

In day of carrying out vote, on September 10, operators will work in a particular treatment: the duty roster and the structure of abnormal and recovery crews for immediate departure on a case of emergency situations is defined. Besides, protection of means of communication for protection against unauthorized access is strengthened, monitoring of degree of their security and information security before completion of elections is performed daily.
