Software of "System-112" which the Ministry of Emergency Situations free of charge distributed to regions was incompatible with the Russian OS

Within creation of Bezopasny gorod agrarian and industrial Complex the Irkutsk region is forced to use the import operating systems (OS) instead of the uniform services on duty and dispatching (USDD) of the region, domestic for automation, because of their incompatibility with the key functional software (S). It follows from documentation to purchase of complexes of the automation equipment for EDDS of municipal entities of the Irkutsk region within creation of Bezopasny gorod agrarian and industrial Complex placed in August, 2017^[1].

EDDS are a basis of creation of "System-112" in Russia at the level of municipal entities. Also based on EDDS Ministry of Emergency Situations orders to regions to implement key segments of Bezopasny gorod agrarian and industrial Complex which should be implemented in all subjects of the Russian Federation by 2020.

The main part of delivery within the tender in the Irkutsk region with the starting cost about 68 million is made by the automated jobs of operators of EDDS based on Windows OS, hardware and software systems of a trusted boot, media gateways, the UPS, routers, etc.

In documentation to purchase the customer proves impossibility of use at the purchased workstations of operating systems which contain in the register of domestic software, the fact that they do not support the unified special software of "System-112" (USPO-112). OS "Basalt" Alt Linux Astra Linux ROSA, "Synergy" and others are mentioned in justification.

USPO-112 was developed by request of the Ministry of Emergency Situations to provide creation of "System-112" in regions in the conditions of financing reduction (a photo source - solreg.ru)

USPO-112 developed by request of the Ministry of Emergency Situations in 2015 is intended for accomplishment of problems of "System-112" in the subjects of the Russian Federation, automation of key functions of uniform dispatching services on duty of the region, and is donated to regions with the purpose to allow them to minimize costs for creation of "System-112".

In developer company of USPO-112 - STCs of Proteas - could not comment on TAdviser questions of compatibility of this software with the Russian OS and to call number of regions which use it. Earlier brought data into the companies that in a year of an exit of USPO-112 not less than a half of the subjects planning creation of "System-112" used it^[2].

Speaking about attractiveness of free USPO-112 for regions, then in STC of Proteas noted that software cost for creation of "System-112" in one subject can reach a half of the total cost of the project.
