The ministry of the general and professional education of Sverdlovsk region began implementation of unified electronic educational environment

On September 5, 2017 the Rostec company announced the beginning of an implementation project of the Unified Electronic Educational Environment (UEEE) by request of the ministry of the general and professional education of Sverdlovsk region.

Project Tasks

The EEOS project is announced as complex: development of full-fledged digital infrastructure of the educational environment affecting different aspects of life of school – from monitoring of progress before security of pupils.

In a pilot project a third of schools participates in four municipalities of Sverdlovsk region. They are selected by the decision of the Ministry of Education of the region. The National Center of Electronic Education (NCEE) is engaged in project implementation. Financing of the project is performed by NTsEO, electronic gadgets and the accompanying elements of a system are donated in schools.

Within a pilot project for ensuring full functioning of EEOS, NTsEO it is necessary to resolve pointwise issues of the organization of necessary elements of infrastructure.

Electronic media in education become the standard for the countries interested in familiarizing of the younger generation with a digital medium. However our purpose - to create not the separate programs or devices supplementing educational process, and a full-fledged hardware and software system, the electronic environment of training based on the national educational platform. After the termination of a pilot project different measurements will be made. Thus we will be able to analyze, the implemented system what changes need to be made that it worked more effectively is how convenient. By results we upgrade a system and the used devices, and we will offer ready financial model for implementation in other regions. One of the EEOS elements – the electronic device created by the Russian developers - represents the two-screen panel device (tablet). It resembles the book superficially. Electronic devices are completely safe for pupils as one of two screens is executed on the basis of technology of "electronic ink". Weight is no more than 1.5 kg. The State Corporation Rostec is responsible for technical implementation of the project. Educational content prerogative of the Ministry of Education and Science of the Russian Federation and specialized publishing houses. Within a pilot project educational content is provided by editions from the federal list of textbooks.

As the company integrator announced, the project it is expected 350 participating classes, more than 700 teachers, about 10 thousand school students.

Project Progress

For September 5, 2017 the amount of financing ~ 300 million rubles, 150 more million rubles is going to be spent until the end of 2017.

At this stage implementation of personal electronic devices in educational process will allow to reduce, in particular, costs of the state and parents by training materials and additional content. It is a part of a big picture - in the future large-scale use of educational devices will allow to reveal talents and capabilities of children from the earliest age and to adapt educational processes according to their opportunities and progress. During 2017 NTsEO in cooperation with the Southern Ural state humanitarian and pedagogical university will carry out monitoring of execution of the program for a number of indicators - in particular, on progress of participating school students. For comparison monitoring of the classes which are not participating in the program will be carried out. Readiness of infrastructure of the region and schools for mass implementation of electronic education and value assessment of creation of additional elements of infrastructure will be entered by NTsEO to summary financial model. Further it will allow to determine the cost of the program of development of electronic education in Russia.

The project is expected 2017-2018 academic year.
