2022: Waste Management Electronic Scheme Upgrade Plan

The Etton Group of Companies will develop the information system "Electronic model of the territorial scheme for managing production and consumption waste in the Sverdlovsk Region." Etton announced this on November 29, 2022.

The customer is the Ministry of Energy and Housing and Communal Services of the Sverdlovsk Region. The work is planned to be completed by the end of 2022.

The development of the system is necessary for updating data, optimizing the organization of activities for the accumulation, separate collection, transportation, processing, disposal, neutralization, disposal of municipal solid waste. Thanks to digital services, it is also possible to ensure control over the activities of regional operators in MSW management. Also, as part of the development of the system, the possibility of integrating data with the federal of state information system for accounting for municipal solid waste] will be implemented.

The Etton company has successfully completed the creation of an electronic model of the territorial scheme for the management of municipal solid waste in the Sverdlovsk region.

An electronic territorial scheme is a geo-information system designed to prevent or reduce the negative impact of waste on human health and the environment. The system ensures the formation of a register of waste generators and processing enterprises, sorting lines and landfills, calculates the optimal routes of traffic and the exact time of waste disposal.

The map of the region contains all waste generators, waste collection and accumulation sites, unauthorized landfills, transporters and waste management facilities. Solid municipal waste (MSW) transportation routes are tied to the state of the road network. The flow diagram shows the entire chain of movement of garbage from the waste generator to the place of processing, storage or destruction. This makes it possible to make a decision on the need to place additional infrastructure facilities (transshipment, sorting stations, processing enterprises) on the territory of the Sverdlovsk region in order to optimize the environmental situation in the region and minimize the tariff of the regional operator.

The main objectives of the region are: an increase in the share of used, neutralized, recycled, sorted waste in the general structure of waste, a decrease in the share of disposed waste in the region, an increase in the number of landfills that meet the requirements of environmental legislation, an increase in the share of waste sent for disposal and elimination of unauthorized places of garbage storage. The system in the short and long term allows you to monitor the achievement of planned indicators for the development of the industry.

The electronic territorial scheme of the Etton company will form the basis of a comprehensive regional system for the management of municipal solid waste in the Sverdlovsk region.

The system was developed by order of the Ministry of Energy and Housing and Communal Services of the Sverdlovsk Region for the implementation of certain provisions of the Federal Law of December 29, 2014 No. 458-fz "On Amendments to the Federal Law (89-FZ)" On Production and Consumption Waste. "

Start of the project

In September 2017, Etton announced that, together with the Ministry of Energy and Housing and Communal Services of the Sverdlovsk Region, it had begun creating an information system for the management of municipal solid waste (MSW) in the region.

Prerequisites

On January 1, 2016, amendments to the Federal Law of December 29, 2014 No. 458-fz "On Production and Consumption Waste" entered into force, which made important changes to the sphere of regulation of municipal solid waste in the regions. To implement the adopted legislative norms and speed up the introduction of new rules in the Sverdlovsk region, the development of a geo-information system has begun, which is designed to electronically translate the territorial scheme for handling MSW.

Project objectives

The electronic scheme will ensure the formation of a register of waste collectors and processing enterprises, sorting lines and landfills, calculate the optimal routes of traffic and the exact time of waste disposal. The territorial scheme is important, first of all, to determine a single tariff for which the regional operator will have to work. If the data in the territorial scheme are underestimated, then a single tariff will not be able to ensure the implementation of the main measures for working with waste, and if overestimated, then a high tariff will fall on the shoulders of the population.

That is why it was decided to create an electronic model of the territorial scheme of MSW in the Sverdlovsk region. The information system being created will help the authorities of the Sverdlovsk region make informed decisions on the collection, transportation, treatment, disposal, disposal, disposal of waste to prevent or reduce the negative impact of waste on human health and the environment.

The electronic territorial scheme "Region-MSW" of the company "Etton" will become the basis for the development in the Sverdlovsk region of an integrated and safe system of solid municipal waste management.
