The Moscow Department of Education buys products of Microsoft for 117 million rubles

In September, 2017 it became known of large purchase of the software of Microsoft for the Moscow educational sector. Authorities of the capital continue to purchase actively foreign software, despite legislative restrictions.

As reported on the website of state procurements,     the Moscow City Department of Competition Policy buys software products for needs of capital Department of Education and its subordinated organizations. The starting maximum price of the contract — 117.3 million rubles.

The most part of purchase is the share of a set of simple licenses for a period of one year for a basic packet of software licenses of Microsoft for educational institutions as a part of Microsoft Desktop School and Microsoft Office 365 Education.

Applications for participation in the tender can be submitted till September 27, 2017. The electronic auction will be held till October 5.

Since January, 2016 in Russia the law limiting state procurements of the foreign software works. Officials should buy software from the special register. Only if in it there is no product with the functionality required to the state customer, it will be able to purchase the foreign solution, at the same time having explained need of such purchase.

The document with justification of impossibility of purchase of domestic analogs is attached to purchase of software of Microsoft for the Moscow Department of Education. In it it is noted that software from the register of the Russian software on functional, technical and utilization properties does not conform to requirements of the customer.[1]
