In September, 2017 the Russian Space Systems Holding (RKS, is included into Roskosmos State corporation) took the initiative to force implementation in the Crimea of the advanced domestic space developments. Distribution of technologies on the basis of results of space activity will allow to stimulate significantly development of economy of the peninsula in the field of tourism, rural and forestry, construction and transport, ecology and also will create premises to emergence of the new branches of the economy connected using the pilotless equipment.
Space data can be applied in the Crimea to monitoring of emergencies, control of building of the coast, sea vessels, catch of fish and a status of bioresources and also to environmental monitoring.
In particular, RKS suggests to create on the peninsula a continuous covering of high-precision navigation due to consolidation of referentsny stations of different producers, owners and operators. The holding already conducts such consolidation across all Russia within the project of creation of the National Network of High-precision Positioning (NNHPP). It will allow to increase considerably efficiency of cadastral works, hi-tech construction, will significantly simplify mineral extraction and navigation in coastal waters.
Deputy CEO of JSC Rossiyskiye kosmicheskiye sistemy Perminov Anatoly: "Today in the Crimea there are already several dozens of referentsny stations. Their consolidation in network based on our program and mathematical platform will allow to receive the accuracy of determination of coordinates about 3 cm in any point of the peninsula. It is very high rate which will allow users to increase efficiency in many areas – from geological exploration to construction".
Implementation of technologies of high-precision navigation will also allow to increase significantly security of crucial objects in the territory of the Crimea. The system of the high-precision monitoring of shifts of engineering constructions (HPMSEC) developed in RKS allows to trace and at early stages to reveal the slightest shifts and fluctuations in construction of bridges, dams, towers, pipelines and other constructions.
Similar systems are already installed and are successfully operated on Bugrinsky Bridge through the Ob River in Novosibirsk and on the three-kilometer railway bridge through the Zeya River near the city Free the Amur region. The bridge through the Kerch Strait can become the following object equipped with this system. RKS participates in tender on delivery of a monitoring system for this strategic construction.
One more practical application of the Russian GLONASS navigation system is monitoring of transport. In RKS the whole family of the software products "RKS Complex" is developed for monitoring of work of public transport, ambulance cars, police and school buses and also planning of service of roads. Use of these developments in the Crimea will allow to reduce significantly expenditure for service of the equipment and to increase safety of transportations and also to organize a new convenient information system for the tourist sphere.
The problem of land surveying of lands, relevant for the Crimea, can be solved with use of opportunities of the Russian grouping of spacecrafts of remote sensing of Earth, control of which is exercised by Scientific center of operational monitoring of Earth RKS. The similar project is recently implemented by RKS in two areas of the Rostov region where at the beginning of 2017 on the basis of data of space shooting it was succeeded to carry out land surveying and to elicit the facts of an illegal charge of water bodies.
In the Crimea with the assistance of specialists of RKS the competence center in the field of use of results of space activity is created.
