2017: Roskomnadzor tests means of filtering illegal content
Roskomnadzor began testing various means of filtering illegal content. According to the regulator in September 2017, this is due to requests from operators to assist in choosing effective solutions to limit access to prohibited resources[1].
The results of testing the software solution of Safe Internet LLC, the UBIC program, were summed up. The testing was attended by 20 telecom operators with a different number of subscribers from seven federal districts of Russia.
Analysis of the results showed that when installing according to the connection scheme recommended by the manufacturer, when all carrier traffic passes through UBIC, as well as the correct configuration of the communication network, the number of detected violations according to a single registry does not exceed 0.006%, and according to the registry group "398-FZ" does not exceed 0.13%. In this regard, Roskomnadzor prepared an official conclusion that UBIC can be used as a means of restricting access to prohibited resources entered in a single register.
Work is underway to prepare and test two more solutions proposed on the market - EcoFilter and SCAT, following which the department will also prepare official conclusions.
