The largest integrators failed purchase of the Central Bank, having forgotten to attach important documents to the requests

The Bank of Russia could not select the system developer of a video conferencing. The purchase with the starting price of contracts of 125.5 million rubles announced in October, 2017 is declared not valid.^[1].

On tender offers from IBS companies ("IBS Examination") and Lanit arrived. The request IBS was rejected due to the lack of the certificates confirming qualification of specialists. Did not provide to Lanit the copy of constituent documents. Thus requests were not recognized corresponding to tender conditions, and tender is declared not valid.

The VIDEOCONFERENCING new system had to increase labor productivity of the management and employees of the Bank of Russia due to reduction of time for moving to the place of meetings and traveling expenses and also process improvements of professional training of personnel at the expense of the system of distance learning and retraining of personnel.

The detailed project on creation of VKS was developed by Lanit company and approved as the first deputy chairman of the Central Bank Olga Skorobogatova on September 1, 2017.

The architecture of the VIDEOCONFERENCING new system should represent full-meshed network (mesh) in the point-to-point mode and the star scheme / "the enclosed star", formed by servers of the Central Link (CL) and the Head Departments (HD) at the organization of the VIDEOCONFERENCING multipoint conferences. The TsZ server and each GU the organizations of a video conferencing not only with users of the regions, but also with users of other territorial offices of the Bank of Russia should give an opportunity.

For work of VKS the protected communication networks of the Bank of Russia should be used. The organization of interaction between all devices which are logging in it has to be performed in the created network segment of a LAN of central office and territorial subdivisions of the Bank of Russia.

In general, the VKS system should consist of two subsystems - a video conferencing and enciphering of traffic.

The subsystem of a video conferencing should be created on the equipment of Huawei. The systems of office presence Huawei RP100-55S and RP200-55S, Huawei TE30 video terminals and the VP9630 VKS servers should be its part. The subsystem of enciphering of traffic should be based on APKSh "Continent" 3.7 and a HP server of DL360 Gen9.

All works on creation of the VKS system had to be completed until the end of March, 2018.
