2020: NSSA is appointed by the uniform supplier of sanitary aircraft

In December, 2020 the prime minister Mikhali Mishustin signed the order which he appointed JSC National Service of Sanitary Aircraft (NSSA) entering into Rostec the uniform supplier of sanitary aircraft to one year.

Determine on December 31, 2021 by a deadline for which the public contract with society is signed and also to set a possibility of involvement of society to performance of government contracts of subcontractors and collaborators on condition of execution by society personally not less than 30% of total volume of obligations under public contracts, said in the document published on the official Internet portal of legal information.

The single system of sanitary aircraft is appointed by the uniform supplier of sanitary aircraft

The federal project for development of sanitary aircraft is implemented Ministry of Health also Ministry of Industry and Trade Russia within order of the President of Russia Vladimir Putin.

Earlier child structures of Rostec – Helicopters of Russia, the National Service of Sanitary Aircraft (NSSA) and Aviakapital-service LLC – signed delivery contracts of 104 Ansat helicopters and 46 Mi-8AMT in medical equipment. It is about the largest order in the field of sanitary aircraft. Investments into the project exceed 40 billion rubles, however did not call a source of these means in Rostec.

Later the state corporation announced plans to attract 30 billion rubles to needs of JSC NSSA through absolute "daughter" JSC RT-Finance, having released exchange-traded bonds circulation period up to 15 years. The first issue of securities held for sale at the Moscow Exchange was registered by the regulator in July, 2019.

During 2019-2020 JSC National Service of Sanitary Aircraft concluded in total 970 government contracts for the total amount of 2.489 billion rubles, including in St. Petersburg, the Moscow, Leningrad, Sverdlovsk, Novgorod regions and the Republic of Karelia.[1]

2017: The "aviation" project for the emergency medical aid to patients in regions of the Russian Federation

Rostec took in the fall of 2017 the initiative changing approach to implementation of the priority project on development of sanitary aircraft in Russia. According to corporation, in the country the uniform federal operator of services should be defined that will allow to create the full-fledged park of aviation courts and also to create necessary aviation and digital infrastructure.

Services in aviation evacuation of heavy patients in different regions of the country are different departments and the organizations, on different quotations, using aircrafts of different accessory. The initiative of Rostec assumes creation of the Single system of sanitary aircraft which will allow to perform aviation works with the purpose of delivery of health care on the uniform standard in the 24/7 format.

Creation of the Single system of sanitary aircraft is intended to increase quality and availability of medical aid in regions of the Russian Federation

It is expected that project implementation will increase quality and availability of medical care in regions of the Russian Federation and also will lower load of the federal budget due to unification of quotations and approaches. Application of uniform methodology and centralization of a number of functions will lead to optimization of cost of flight hour in the different subjects of the Russian Federation (as of November, 2017, it differs many times).

It is the serious, complex project. Use of the principle of "an infrastructure mortgage" will allow the operator of the Single system to attract about 30 billion rubles from non-budgetary sources, to create necessary infrastructure and to create the park of aircrafts. Especially for this project till 2021 more than 100 upgraded Ansat helicopters equipped with the hi-tech medical equipment of the Russian production will be made — the Industrial director of an aviation cluster of Rostec state corporation Anatoly Serdyukov commented.

For project implementation JSC National Service of Sanitary Aircraft which at the expense of non-budgetary sources from 2018 to 2021 will create aviation infrastructure in the territory of more than 1500 health facilities is created. The joint-stock company will also create the IT system and Mission control center — they will become a part of a Single state "digital" system in the field of health care.

It is supposed that using the IT system it will be online possible to see points of basing of medical helicopters, routes and points of their appointment and also state-of-health data of patients which will be traced and be transmitted through the life support system onboard the aircraft.

Considering budget restrictions and need of reduction of the industry to uniform standards and regulations — creation of Uniform service of ambulance aircraft relevant and timely. In 2014 the Ministry of Internal Affairs of the Russian Federation and the Russian Ministry of Health initiated a pilot project in St. Petersburg and the Leningrad Region on creation of interregional service of ambulance aircraft on the principles of PPP that allowed in the Leningrad Region in three years to reduce death rate from road and transport injury rate by 60%. This experience needs to be scaled all over the country — the managing director for infrastructure projects of Rostec state corporation Victor Kiryanov commented.

The initiative of Rostec is supported by a number of federal agencies which confirmed that proposed measures will accelerate implementation of the priority project on the organization of the emergency medical care in hardly accessible regions of the Russian Federation and development of sanitary aircraft in the whole country.

In particular, in the official reply of the Russian Ministry of Health to Rostec state corporation it is emphasized that creation of the uniform operator on accomplishment of aviation works for rendering fast emergency medical care in all territory of Russia "will allow to reach the target indicators stated in the passport of the priority project in the shortest possible time, to expand the list of the regions participating in the project and also to reduce the required amount of financing from means of the federal budget directed to reduction in cost of flight hour of the new equipment". ​
