On November 7, 2017 the Technoserv company announced project completion on upgrade of hydrological network of observations for Federal State Budgetary Institution The Mid-Siberian Management on Hydrometeorology and Monitoring of the Environment (Federal State Budgetary Institution Srednesibirskoye UGMS).


The project on upgrade of hydrological network Federal State Budgetary Institution Srednesibirskoye UGMS was executed within the FTP "Development of a water management complex of the Russian Federation in 2012-2020". Main objectives of the program are:

  • secured provision by water resources of sustainable social and economic development of the Russian Federation;
  • preserving and recovery of water bodies to the status providing ecologically favorable conditions for life of the population;
  • increase in a share of hydraulic engineering constructions with the unsatisfactory and dangerous security level;
  • increase in a share of the upgraded and new hydrological posts and laboratories.

On 12 hydrological posts Technoserv creates the automatic hydrological complex (AHC) for operational obtaining information on level and water temperature, humidity, pressure and temperature of an atmospheric air, quantity and intensity of precipitations, height of snow cover. For four AGK organizes information transfer via the satellite terminal of Research Center Planeta that allowed to obtain hydrological information in the conditions of lack of all types of communication. Also on 10 hydrological posts the permanent GR-70 hydrometric units intended for measurements of speed of a current, depth, width of a flow and sampling of water on turbidity at remote control from the coast are deployed.

Five hardly accessible posts are supplied with elements of residential infrastructure. These stations are located in difficult physiographic and severe climatic conditions of taiga, polar and mountain zones and also in localities or far from them with which there is no regular transport connection, a mail service, there are no medical, school and trade enterprises and organizations. On these posts modular complexes under residential and non-residential premises – houses, warehouses, garages, baths – for ensuring comfortable life activity of staff of Roshydromet are unrolled.

"The carried-out upgrade of hydrological posts allowed to achieve full-function, highly effective and technological work of water supervisory network of Krasnodar Krai. With commissioning of the new equipment the accuracy of all taken measurements considerably increased. The acquired information will be especially valuable during development of a spring high water and floods. All interested organizations, including the Ministry of Emergency Situations, will be able quickly to obtain state-of-health data of water bodies. Besides, thanks to creation the core and production zones for the specialists of Roshydromet performing observations in severe climatic conditions of Siberia at five hardly accessible stations provides significant improvement of their working conditions and activity".

"All upgraded posts and automatic complexes set by specialists of Technoserv work steadily and without failures. It should be noted that the most part of works was carried out in difficult conditions of Siberia and also in hardly accessible mountainous areas of edge that demanded big professionalism and endurance from the engineers of integrator involved in the project. Modernization of hydrological posts of Federal State Budgetary Institution Srednesibirskoye UGMS allowed to provide stable functioning of its supervisory network, to obtain operational information about water levels in the Yenisei Rivers and the pool of the Krasnoyarsk water reservoir.
