The Central Bank creates the platform of external interaction

Experts of Neolant Group together with the partner of Faktor-TS LLC started in the fall of 2017 project implementation on development of the Single platform of interaction of the Central bank of the Russian Federation (Bank of Russia) with all types of external subscribers – from ordinary participants of financial market to foreign regulators and the international organizations.

The purposes of creation of the External portal are:

• cost reduction in processes of collecting of the reporting and data exchange with persons under surveillance the organizations;
• simplification of dissemination of information among participants of financial market;
• acceleration of creation of new information flows for interaction with the external organizations.

Creation of the External portal should provide the solution of the following tasks:

• unification and automation of process of exchange of legally significant information in electronic form with participants of financial market (credit institutions, not credit financial institutions, funds of mandatory pension insurance) with minimization of paper document flow;
• dissemination of information in electronic form among participants of financial market;
• interaction with services of the electronic government;
• providing interaction to an opportunity with the external organizations and providers of services for IT systems and platforms of the Bank of Russia;
• providing an opportunity to external subscribers to exchange financial and other information with other external subscribers using IT infrastructure of the Bank of Russia;
• ensuring effective development and deployment of new services and interaction interfaces with external subscribers and their systems;
• possibility of gradual decommissioning of outdated services by implementation of their functionality in the External portal;
• security of electronic interaction between the Bank of Russia and external subscribers.

"The external portal is the central element of the Single platform of external interaction - one of the target applied platforms defined in the Strategy of IT of the Bank of Russia for 2016 - 2020. It is intended for providing uniform point of entry within implementation of information exchange of the Bank of Russia with all types of external subscribers – from ordinary participants of financial market to foreign regulators and the international organizations. Therefore increased requirements to performance and security and also to universality are imposed to the External portal – the portal should not only ensure functioning with large volume of the existing information flows, but also allow without completion of a program code simple actions of administrative personnel to project and add new information flows", – Igor Kuzmichev, the director Diviziona of information systems of NEOLANT Group commented.

Within this project specialists of Neolant Group will implement a number of technology and functional subsystems (TPS and FPS) of the External portal:

• TPS Personal account;
• TPS External gateway;
• Information exchange FPS about assets;
• FPS of collecting of the reporting;
• FPS of the direction of instructions (requirements, requests);
• FPS of mailing of information of Rosfinmonitoring.
